Shri Satendra Singh holds a Bachelor of Engineering (B.E.) in Electronics from the University of Roorkee, which is now known as the Indian Institute of Technology Roorkee (IIT Roorkee). He graduated with First Division, reflecting strong academic credentials from one of India’s most prestigious engineering institutions. The technical training he received at IIT Roorkee laid a strong analytical foundation that later supported his work in policy formulation, technology-driven governance, and administrative reforms within government institutions.
In the Government of India, Shri Satendra Singh has served in several key positions at the senior policy level. He has been working as Additional Secretary in the Cabinet Secretariat, New Delhi, since August 2022. In this role, he contributes to high-level coordination across ministries and departments, supporting the decision-making processes of the Government of India and ensuring smooth inter-ministerial functioning. Prior to this assignment, he served as Additional Secretary and Financial Adviser in the Department of Fertilizers, Ministry of Chemicals and Fertilizers, where he was responsible for financial oversight, policy implementation, and strategic decision-making related to India’s fertilizer sector. His tenure contributed to strengthening financial management and policy execution within the ministry.
Earlier at the Centre, Shri Satendra Singh served as Joint Secretary in the Ministry of Mines, where he handled critical matters related to the mining sector, mineral policy, and regulatory frameworks governing mineral resources. His role involved policy formulation, coordination with state governments, and overseeing initiatives aimed at promoting sustainable mining practices and improving regulatory transparency in the sector.
Within his cadre state of Jharkhand, Shri Satendra Singh has held a wide range of senior administrative roles. He served as Principal Secretary to the Governor of Jharkhand, providing strategic administrative and policy support to the Governor’s office. His responsibilities included coordination with the state government and handling matters of constitutional governance. Before this, he served as Secretary in the Finance Department (Expenditure), where he was responsible for fiscal management, public expenditure oversight, and financial planning for the state government.
His earlier assignments include positions such as Additional Finance Commissioner, Secretary of Land Reforms, Land Records and Registration, and Inspector General (Jails) in Jharkhand. These roles required deep engagement with governance reforms, institutional management, and law-and-order related administrative functions. In addition, he served as Divisional Commissioner of Palamu and Divisional Commissioner of South Chhota Nagpur, where he supervised district administrations and coordinated development programmes across multiple districts.
At the district level, Shri Satendra Singh gained valuable field experience as District Collector and District Magistrate in several districts including Jamtara, Lohardaga, and Garhwa. These assignments placed him at the frontline of governance, where he was responsible for implementing development schemes, maintaining law and order, and coordinating disaster management and welfare programmes. His tenure in these districts helped strengthen grassroots administration and improved coordination between state policies and local implementation.
Throughout his career, Shri Satendra Singh has also handled specialized assignments in sectors such as information technology, transport, rural development, and cooperative administration. He served as Transport Commissioner, Chief Executive Officer in the IT sector, Managing Director of the Export Corporation, and Director in the Panchayati Raj Department, among other positions. These assignments broadened his exposure to governance across multiple sectors and contributed to policy improvements in administrative systems and service delivery.
