His career in the Indian Administrative Service began in 1991, followed by foundational training and early field assignments. He first served as Sub Collector, where he gained valuable experience in grassroots administration and public service delivery. These early years in district administration played an important role in shaping his practical approach to governance and policy implementation.

Over time, Shri Gopalakrishnan held several key roles in the Tamil Nadu government. His responsibilities expanded further when he served as District Collector, first at Perambalur and later at Vellore. As district head, he was responsible for overseeing development programmes, maintaining administrative coordination across departments, and ensuring effective public service delivery. These roles strengthened his reputation as a capable administrator able to manage complex governance challenges.

In the state administration, he also served as Director in the Information and Public Relations sector, and later in the Anna Institute of Management, where he contributed to capacity-building initiatives for government officials. His work in administrative training helped strengthen institutional learning within the state bureaucracy.

Shri Gopalakrishnan’s career at the national level began with assignments in the Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions, where he served as Deputy Secretary. In this role, he worked on personnel policy, administrative training frameworks, and civil service management issues.

At the central level, he also served as Joint Development Commissioner in the Special Economic Zone (SEZ) in Chennai, where he worked on trade facilitation, industrial promotion, and export-oriented policy initiatives.

Another significant assignment came when he served as Director of Census Operations for Tamil Nadu under the Registrar General and Census Commissioner of India. Returning to the state government, Shri Gopalakrishnan served as Commissioner and later Principal Secretary in the Civil Supplies Department, where he oversaw public distribution systems and consumer welfare initiatives. He subsequently held the position of Principal Secretary in the Finance Department, contributing to fiscal management and financial policy in the state government.
