Shri S Gopalakrishnan IAS (Tamil Nadu 1991) has been empanelled as Secretary at the Centre.
Shri S. Gopalakrishnan, IAS is a distinguished civil servant known for his strong academic background, strategic policy insight, and extensive experience across key sectors of governance. Over more than three decades in public administration, he has served in several critical positions at both the Government of India and the Government of Tamil Nadu, contributing to areas such as personnel administration, health policy, technology governance, commerce, and district administration. His career reflects a rare blend of technical knowledge, management expertise, and administrative leadership.
Shri Gopalakrishnan’s academic credentials are particularly notable. He holds a Bachelor of Technology in Electrical Engineering from IIT Madras, graduating with First Class distinction. He further pursued an MBA in Public Policy and Management from IIM Bangalore, also securing First Class, strengthening his understanding of governance, public policy design, and institutional management. In addition, he obtained a Master’s degree in Development Studies from Erasmus University Rotterdam, again graduating with First Class. This international academic exposure broadened his perspective on development policy and governance systems.
His career in the Indian Administrative Service began in 1991, followed by foundational training and early field assignments. He first served as Sub Collector, where he gained valuable experience in grassroots administration and public service delivery. These early years in district administration played an important role in shaping his practical approach to governance and policy implementation.
Over time, Shri Gopalakrishnan held several key roles in the Tamil Nadu government. As Project Officer in Rural Development, he worked on programmes aimed at strengthening rural livelihoods and development infrastructure. He later served as Managing Director in the transport sector, overseeing operational and administrative functions within state transport organisations.
His responsibilities expanded further when he served as District Collector, first at Perambalur and later at Vellore. As district head, he was responsible for overseeing development programmes, maintaining administrative coordination across departments, and ensuring effective public service delivery. These roles strengthened his reputation as a capable administrator able to manage complex governance challenges.
In the state administration, he also served as Director in the Information and Public Relations sector, and later in the Anna Institute of Management, where he contributed to capacity-building initiatives for government officials. His work in administrative training helped strengthen institutional learning within the state bureaucracy.
Shri Gopalakrishnan’s career at the national level began with assignments in the Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions, where he served as Deputy Secretary. In this role, he worked on personnel policy, administrative training frameworks, and civil service management issues.
He later moved into the economic and industrial sectors, serving as Managing Director of Tamil Nadu Industrial Explosives Ltd and subsequently as Special Secretary in the Industries Department. These roles involved engagement with industrial policy, infrastructure, and investment promotion.
At the central level, he also served as Joint Development Commissioner in the Special Economic Zone (SEZ) in Chennai, where he worked on trade facilitation, industrial promotion, and export-oriented policy initiatives.
Another significant assignment came when he served as Director of Census Operations for Tamil Nadu under the Registrar General and Census Commissioner of India. This role involved overseeing one of the largest statistical exercises in the country, requiring coordination across administrative and statistical institutions.
Returning to the state government, Shri Gopalakrishnan served as Commissioner and later Principal Secretary in the Civil Supplies Department, where he oversaw public distribution systems and consumer welfare initiatives. He subsequently held the position of Principal Secretary in the Finance Department, contributing to fiscal management and financial policy in the state government.
His career at the Union Government level continued to expand when he joined the Ministry of Electronics and Information Technology as Joint Secretary, and later Additional Secretary, where he contributed to policy initiatives related to digital governance and technology-driven administration.
In May 2020, he was appointed Additional Secretary in the Prime Minister’s Office (PMO), one of the most important administrative assignments in the Government of India. In this role, he supported high-level policy coordination and administrative decision-making at the national level.
He later moved to the Ministry of Health and Family Welfare, first as Additional Secretary and subsequently as Special Secretary, contributing to policy and administrative efforts in the health sector during a period of major national focus on healthcare systems.
In August 2023, Shri Gopalakrishnan was appointed Director General of the National Productivity Council under the Department for Promotion of Industry and Internal Trade, where he worked on initiatives related to productivity enhancement, industrial competitiveness, and economic development.
Currently, he serves as Chairman of the Staff Selection Commission (SSC) under the Department of Personnel and Training, with the rank of Secretary to the Government of India. Appointed in November 2024, he leads one of the country’s most significant recruitment organisations responsible for selecting personnel for various central government departments.
Across his distinguished career, Shri S. Gopalakrishnan has demonstrated a thoughtful blend of intellectual depth and administrative competence. His academic excellence, combined with wide-ranging experience in governance and policy formulation, reflects the professionalism and institutional strength that continues to shape the functioning of the Indian Bureaucracy.
