(Hons) in Electrical and Electronics Engineering from Birla Institute of Technology and Science Pilani (BITS Pilani), one of India’s premier engineering institutions. Further strengthening his expertise in governance and public management, he obtained a Master of Public Administration (MPA) from Syracuse University, USA, a globally recognized institution for public administration studies. In addition, he completed the Advanced Management Programme in Public Policy from the Indian School of Business Hyderabad, enhancing his leadership capabilities and policy design skills in contemporary governance frameworks.
Currently, Shri Bharat Harbanslal Khera serves as Additional Secretary in the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India, in New Delhi. In this role, he is responsible for overseeing key aspects of consumer protection policies, market regulation, and consumer welfare initiatives. His work involves policy coordination, regulatory oversight, and the implementation of consumer-centric reforms that aim to strengthen transparency and accountability in markets and public service delivery.
Before moving to the Centre, Shri Khera held several senior positions in the Government of Himachal Pradesh. He served as Principal Secretary in the Public Works Department (PWD), where he supervised infrastructure development, road connectivity projects, and public works management across the state. At the same time, he also handled responsibilities as Principal Secretary in the Secretariat Administration and General Administration Department (SAD & GAD). In this capacity, he played a crucial role in administrative reforms, personnel management, and governance coordination within the state government. He also served as Principal Secretary for Home and Vigilance, overseeing matters related to internal security, vigilance mechanisms, and administrative integrity.
Shri Khera also has substantial experience at the central government level. Within the Himachal Pradesh administration, Shri Khera has held several important leadership roles that contributed to the state’s administrative and economic development. He served as Managing Director of Himachal Pradesh State Industrial Development Corporation (HPSIDC), promoting industrial investment and infrastructure development. He also worked as Divisional Commissioner of Shimla, supervising administrative functioning across multiple districts and coordinating developmental programmes at the regional level.
His leadership extended to the transport and infrastructure sectors as well. Shri Khera served as Managing Director of the Himachal Road Transport Corporation (HRTC), where he played an important role in strengthening public transport services in the hill state. At the district level, Shri Bharat Harbanslal Khera gained significant grassroots administrative experience as Deputy Commissioner of Kangra and Deputy Commissioner of Solan.
