Prof Yogesh Singh has been re-appointed as the Vice Chancellor of University of Delhi for a second term of five years w.e.f. 08.10.2026.
Prof. Yogesh Singh is one of India’s most accomplished academicians and higher education administrators, presently serving as the Vice Chancellor of the University of Delhi, one of the country’s most prestigious and historic universities. Recognized for his visionary leadership, academic excellence, and commitment to institutional transformation, Prof. Singh has played a pivotal role in advancing quality education, research, innovation, and governance in Indian higher education. His distinguished career, spanning over three decades, reflects an exceptional blend of academic scholarship, administrative competence, and strategic leadership.
An accomplished engineer by training, Prof. Singh obtained his M.Tech. in Electronics and Communication Engineering and later earned a Ph.D. in Computer Engineering from the National Institute of Technology (NIT), Kurukshetra, Haryana. His strong academic foundation laid the groundwork for an illustrious teaching and research career in the fields of computer science and software engineering. Recognized early for his academic brilliance, he became a Full Professor at the remarkably young age of 35 at Guru Gobind Singh Indraprastha University (GGSIPU), Delhi, an achievement that reflected both his scholarly accomplishments and professional maturity.
During his tenure at GGSIPU, Prof. Singh held several important administrative positions that enabled him to develop extensive experience in university governance. He served as Dean, Chief Warden, Proctor, Director (Student Welfare), and Controller of Examinations, contributing significantly to academic administration, student welfare, institutional discipline, and examination reforms. These diverse responsibilities equipped him with a comprehensive understanding of higher education management and prepared him for larger leadership roles.
Prof. Singh has successfully led several premier universities in India. Before assuming charge at the University of Delhi, he served as the Vice Chancellor of Delhi Technological University (DTU), where he worked towards strengthening academic standards, expanding research activities, and enhancing industry collaboration. Earlier, he also served as the Vice Chancellor of The Maharaja Sayajirao University of Baroda, one of India’s oldest and most respected multidisciplinary universities. At both institutions, he focused on improving academic quality, promoting interdisciplinary research, modernising infrastructure, and fostering innovation-driven learning.
Another significant milestone in his administrative career was his tenure as the Director of Netaji Subhas Institute of Technology (NSIT), now Netaji Subhas University of Technology (NSUT). Recognising his exceptional administrative capabilities, the Government of the National Capital Territory of Delhi entrusted him with the rare and challenging responsibility of simultaneously leading both Delhi Technological University and NSIT. Successfully steering two leading technical institutions at the same time demonstrated his remarkable leadership, organisational skills, and ability to manage complex academic ecosystems.
Prof. Singh assumed office as the 23rd Vice Chancellor of the University of Delhi, bringing with him a vision of transforming one of India’s premier institutions into a globally competitive university. Under his leadership, the University has undertaken significant reforms aligned with the National Education Policy (NEP) 2020, including curriculum restructuring, multidisciplinary education, enhanced research initiatives, digital transformation, and greater emphasis on innovation and skill development. His administration has focused on improving academic governance, expanding international collaborations, strengthening research ecosystems, and enhancing student-centric initiatives.
An internationally respected scholar, Prof. Singh is an acknowledged expert in Software Engineering. His research interests include software testing, software quality assurance, software reliability, object-oriented systems, and software metrics. Over the years, he has published more than 250 research papers in reputed national and international journals and conference proceedings. His scholarly contributions have earned him an H-index of 35 and over 4,500 citations, placing him among India’s leading researchers in software engineering.
Prof. Singh has also made substantial contributions to research mentorship. He has successfully supervised 23 Ph.D. scholars, many of whom have gone on to establish successful academic and research careers. His commitment to nurturing young researchers and promoting high-quality research has significantly enriched India’s academic landscape.
His contributions to technical education extend beyond research publications. Prof. Singh authored the widely acclaimed textbook “Software Testing,” published by Cambridge University Press in 2011, which has become a valuable reference for students, researchers, and professionals. He has also co-authored several important textbooks on software engineering and object-oriented software development, further strengthening his reputation as an authority in computer science education.
Prof. Singh’s academic excellence has been complemented by valuable international exposure. He participated in the prestigious Yale-India Leadership Programme at Yale University in 2011, where he gained global perspectives on higher education leadership, institutional governance, and strategic management. This experience further strengthened his vision for creating globally competitive academic institutions rooted in excellence and innovation.
Throughout his distinguished career, Prof. Singh has served on numerous national-level academic and institutional bodies. He has been a Member of the General Council of the National Assessment and Accreditation Council (NAAC), contributing to quality assurance and accreditation in higher education. He has also served as a Member of the Governing Council of the Association of Indian Universities (AIU), helping shape policies affecting universities across the country.
His leadership has extended into regulatory and governance institutions as well. Prof. Singh served as the Chairman of the Central Regional Committee of the All India Council for Technical Education (AICTE), Bhopal, where he played an important role in promoting quality standards in technical education. He has also held positions as an Independent Director on the Boards of Gujarat State Petronet Limited (GSPL) and Gujarat State Petroleum Corporation (GSPC), besides serving as an Additional Director on the Board of Gujarat Gas Limited. These assignments reflect the confidence reposed in his governance capabilities beyond academia.

In recognition of his exemplary leadership and outstanding contribution to higher education, the Hon’ble President of India, in her capacity as the Visitor of the University of Delhi, re-appointed Prof. Yogesh Singh as the Vice Chancellor of the University of Delhi for a second term of five years with effect from October 8, 2026. The reappointment reflects the confidence in his leadership and his sustained efforts in steering the University through a transformative phase of academic reforms, institutional excellence, and global engagement.
