Shri Vipin Kumar, a distinguished officer of the Indian Administrative Service, has been appointed as the Chairman of the Airports Authority of India (AAI), Ministry of Civil Aviation. Known for his administrative acumen, visionary approach, and decades of rich experience in governance, Shri Kumar brings with him an illustrious career spanning multiple sectors of public administration. His leadership is expected to provide a new thrust to India’s aviation sector, which plays a crucial role in strengthening connectivity, economic growth, and global outreach.
A Gold Medalist in Physics from Meerut University, Uttar Pradesh, Shri Vipin Kumar further pursued his B.E. in Electronics and Communication from Rajasthan University (MREC Jaipur, now MNIT Jaipur), graduating with First Division and Distinction. His strong academic foundation in science and technology has complemented his administrative skills, enabling him to adopt innovative, data-driven approaches in policy planning and execution.
Over the years, Shri Kumar has held key responsibilities in both the Government of India and his parent cadre, where he has demonstrated a remarkable ability to balance policy vision with practical implementation. His most recent assignment was as Additional Secretary in the Department of School Education & Literacy, Ministry of Education, where he oversaw important reforms in the country’s school education system. During his tenure, he also served as Joint Secretary in the same department, contributing significantly to human resource development and education policy at the national level. His contributions in this domain earned him respect as a forward-looking officer committed to improving learning outcomes for millions of students.
Prior to his education portfolio, Shri Kumar was entrusted with the important role of Resident Commissioner of Bihar Bhavan in New Delhi, where he played a critical role in inter-governmental coordination, project appraisal, and risk management. His leadership helped strengthen Bihar’s administrative outreach and its interface with the Central Government and other stakeholders. Earlier, as Chairman of the Bridge Construction Corporation under the PWD in Patna, he successfully supervised infrastructure projects that enhanced road and bridge connectivity, contributing to the state’s developmental momentum.
At the district level, Shri Vipin Kumar served with distinction as District Collector and District Magistrate in Bhagalpur, Muzaffarpur, Jamui, and Supaul. His hands-on administrative style, emphasis on transparency, and responsiveness to public concerns made a lasting impact on governance in these districts. Whether it was land revenue management, public works, or welfare programmes, Shri Kumar’s tenure in the field reflected his commitment to inclusive development and efficient service delivery.
In addition, he also held positions in Administrative Reforms, Personnel, and Urban Development, where he championed institutional strengthening and process improvements. His wide exposure across diverse sectors—including public works, education, administration, and infrastructure—has shaped him into a seasoned leader capable of addressing complex national challenges.
