The Foreign Secretary of India is the senior-most civil servant in the Ministry of External Affairs (MEA) and serves as the administrative head of India’s diplomatic establishment. As the top career diplomat, the Foreign Secretary plays a pivotal role in shaping and implementing the country’s foreign policy, coordinating international engagements and safeguarding India’s strategic, political, economic and security interests across the globe. The position is one of the most influential in the Government of India, requiring extensive diplomatic experience, strategic vision and deep understanding of international affairs.

Typically drawn from the Indian Foreign Service (IFS), the Foreign Secretary is appointed by the Appointments Committee of the Cabinet (ACC). The officeholder serves as the principal adviser to the External Affairs Minister on diplomatic matters and works closely with the Prime Minister’s Office, the National Security Council Secretariat and other ministries on issues involving foreign policy, national security, trade, energy, climate change and multilateral cooperation.

The Foreign Secretary oversees the functioning of the Ministry of External Affairs, including its territorial and functional divisions, Indian missions and embassies abroad, consulates, and permanent missions to international organisations. The office is responsible for ensuring effective coordination between India’s diplomatic missions and the Ministry, while translating foreign policy priorities into practical diplomatic initiatives.

One of the principal responsibilities of the Foreign Secretary is managing India’s bilateral relations with countries across the world. This involves conducting strategic dialogues, facilitating high-level visits, negotiating agreements and strengthening political, economic, technological and cultural partnerships. The Foreign Secretary also plays a key role in advancing India’s engagement with neighbouring countries under its “Neighbourhood First” policy and strengthening partnerships with major global powers.

Multilateral diplomacy forms another important aspect of the position. The Foreign Secretary represents India’s interests in international forums and works closely with organisations such as the United Nations, G20, BRICS, Shanghai Cooperation Organisation (SCO), BIMSTEC, Quad, and other regional and global platforms. The office contributes significantly to shaping India’s positions on global issues including climate change, sustainable development, international security, counter-terrorism, maritime cooperation and global governance reforms.

The Foreign Secretary also supervises negotiations on international treaties, agreements and memoranda of understanding covering trade, investment, technology, defence cooperation, cyber security, energy, education and cultural exchanges. These negotiations require balancing national priorities with evolving global developments while promoting mutually beneficial partnerships.

Another vital responsibility is ensuring the welfare and protection of Indian citizens abroad. The Ministry, under the leadership of the Foreign Secretary, coordinates consular services, passport policy, emergency evacuations, humanitarian assistance and responses to international crises affecting Indian nationals. During natural disasters, conflicts or geopolitical emergencies, the Foreign Secretary often leads inter-ministerial coordination for evacuation and relief operations.

Economic diplomacy has become an increasingly important dimension of the office. The Foreign Secretary supports efforts to promote foreign investment, expand trade partnerships, strengthen supply chains, encourage technology collaborations and facilitate India’s engagement in emerging sectors such as digital economy, renewable energy, critical minerals and advanced manufacturing.

The office also plays an important role in public diplomacy by promoting India’s cultural heritage, democratic values, educational exchanges and people-to-people connections worldwide. Through sustained diplomatic engagement and institutional coordination, the Foreign Secretary contributes to enhancing India’s global profile and strengthening its international partnerships.

As the senior-most professional diplomat, the Foreign Secretary provides continuity and institutional leadership within India’s foreign policy establishment. By combining diplomatic expertise with strategic foresight and administrative leadership, the office remains central to advancing India’s interests in an increasingly interconnected and dynamic global environment. For a nation with expanding international responsibilities and growing global influence, the Foreign Secretary plays an indispensable role in shaping India’s engagement with the world.
