Amit Shukla IFoS given extension as Joint Secretary- Department of Rural Development
Shri Amit Shukla IFoS (Tripura 1999) presently Joint Secretary- Department of Rural Development has been given extension of central deputation tenure for a period of one year beyond 01.06.2026 by the Appointments Committee of the Cabinet .
Shri Amit Shukla, an Indian Forest Service (IFoS) officer of the 1999 batch, has built a distinguished career marked by leadership across rural development, forestry, drinking water, higher education and digital governance. Combining technical expertise with extensive administrative experience, he has consistently contributed to the design and implementation of flagship government programmes aimed at improving public service delivery and strengthening rural infrastructure. Currently serving as Joint Secretary, Department of Rural Development, Government of India, since October 2022, Shri Shukla plays an important role in advancing key national initiatives that directly impact millions of rural households across the country.
An accomplished engineer by training, Shri Shukla graduated with a Bachelor of Technology in Materials and Metallurgical Engineering from the Indian Institute of Technology (IIT) Kanpur, one of India’s premier engineering institutions. Following his selection to the Indian Forest Service, he underwent professional training at the Indira Gandhi National Forest Academy (IGNFA), where he earned the distinction of Associate of IGNFA in Forestry. His academic background, combining engineering and forestry, has provided him with a strong analytical and multidisciplinary foundation that has served him well throughout his public service career.
In his current role at the Department of Rural Development, Shri Shukla has been closely associated with the implementation of two of the Government of India’s most significant rural development programmes—Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) and the Pradhan Mantri Gram Sadak Yojana (PMGSY). As part of the PMAY-G team, he has contributed to the national mission of providing “Housing for All” by facilitating the implementation of affordable housing programmes for rural families. Through PMGSY, he has supported efforts to improve rural connectivity by ensuring all-weather road access to previously unconnected habitations, thereby promoting economic development, better access to essential services and enhanced quality of life for rural communities.
In addition to programme implementation, Shri Shukla has played an active role in strengthening the Information Technology ecosystem within the Department of Rural Development. His work has focused on leveraging digital platforms and technology-driven systems to improve programme monitoring, transparency, efficiency and service delivery. His emphasis on digital governance reflects a broader commitment to modernising public administration through technology-enabled solutions.
Before joining the Department of Rural Development, Shri Shukla served as Director in the National Jal Jeevan Mission from 2021 to 2022. During this assignment, he contributed to one of India’s most ambitious rural infrastructure initiatives aimed at providing safe and potable piped drinking water to every rural household. His involvement in the Mission supported the planning, coordination and implementation of initiatives designed to strengthen rural water supply systems and improve public health outcomes through sustainable access to clean drinking water.
Earlier, Shri Shukla served as Chief Conservator of Forests, Government of Tripura, between 2019 and 2021. This tenure represented an important phase in his forestry career, during which he worked towards strengthening field administration and enhancing institutional capacity within the Forest Department. He played an active role in introducing new schemes while revitalising existing forestry programmes to improve their effectiveness and outreach.
A notable feature of his tenure in Tripura was his emphasis on digital transformation within the department. He contributed to the expansion of e-Citizen services, development of in-house Management Information Systems (MIS) and strengthening Geographic Information System (GIS) capabilities, enabling more efficient planning, monitoring and citizen engagement. These initiatives supported greater transparency and improved administrative efficiency while facilitating evidence-based decision-making.
As part of the Forest Department’s leadership team, Shri Shukla also worked towards effective implementation of the National Afforestation Programme and other forestry initiatives aimed at ecological restoration and sustainable forest management. In addition, he contributed to consolidating eco-tourism initiatives through the development and strengthening of eco-parks, promoting environmental conservation while creating opportunities for nature-based tourism and community participation.
Shri Shukla has also served in the Human Resource Development sector under the Government of India, where he was associated with policy reforms in higher education. During this assignment, he contributed to the formulation and implementation of regulatory and funding reforms, while supporting the enforcement of university policies through institutional regulation and financial oversight. His experience in higher education administration further broadened his understanding of public policy and governance beyond his core forestry background.
Throughout his career, Shri Shukla has demonstrated an ability to work across diverse sectors while maintaining a strong focus on institutional strengthening, programme implementation and public service delivery. His varied assignments across forestry, rural infrastructure, drinking water, education and digital governance illustrate a multidimensional administrative profile capable of addressing complex developmental challenges.
His contributions have received well-deserved recognition. In 2021, he was conferred the Chief Minister’s Award for Excellence in Public Administration, acknowledging his outstanding service and administrative leadership. Earlier, during his training at the Indira Gandhi National Forest Academy in 2002, he received several prestigious honours, including the K.P. Sagreiya Award for Academic Excellence in Core Forestry Subjects, the Best All-Round Forester Award, and the E.P. Gee Prize for Wildlife Management. These distinctions reflected both his academic excellence and his all-round professional capabilities at the very beginning of his career.
With a career spanning more than two decades, Shri Amit Shukla has consistently combined technical knowledge, administrative competence and a commitment to public service across multiple domains of governance. From promoting sustainable forestry and environmental conservation to advancing rural housing, drinking water, road connectivity and digital governance, his professional journey reflects a sustained dedication to strengthening public institutions and improving the lives of citizens through effective policy implementation and innovative governance.
