Shri Vijay Kumar IAS (AGMUT 1992) presently Chairman- Inland Waterways Authority of India, Ministry of Ports, Shipping and Waterways has been appointed as OSD- Ministry of Ports, Shipping and Waterways (rank and pay of Secretary ).  Shri Vijay Kumar will take over as Secretary- Ministry of Ports, Shipping and Waterways on 30.09.2025.

Who is IAS Vijay Kumar | Shri Vijay Kumar, IAS, a seasoned civil servant with an illustrious career spanning over three decades, has been appointed as Officer on Special Duty (OSD) in the Ministry of Ports, Shipping and Waterways. He currently serves as Chairman of the Inland Waterways Authority of India under the same ministry. Over the years, Shri Kumar has demonstrated exceptional versatility by handling diverse portfolios across the central government, state administrations, and international organizations. Academically, Shri Vijay Kumar has built an impressive foundation that blends technical knowledge, financial acumen, and global perspective. To augment his expertise in finance, he pursued a Diploma in Business Finance from The Institute of Chartered Financial Analysts of India. His global exposure came through an MBA from the University of Sydney, which equipped him with management insights and international orientation. He further sharpened his policy and development understanding by completing a Micro Masters Programme in Economic Development from the Massachusetts Institute of Technology (MIT), USA, securing a first-class result. This strong academic background has enabled him to bring both technical precision and visionary thinking into his administrative roles.

In his present role as Chairman of the Inland Waterways Authority of India, Shri Kumar has been at the helm of initiatives to strengthen India’s inland water transport network, a vital part of the government’s agenda to promote sustainable, cost-effective, and environmentally friendly logistics. His leadership here reflects his deep commitment to modernizing India’s transport and shipping sector in line with global best practices. Prior to this, he served as Special Secretary and Additional Secretary in the Ministry of Cooperation, where he played a pivotal role in shaping policies related to agriculture, cooperatives, and rural development—areas critical to India’s socio-economic fabric.

At the state level, Shri Vijay Kumar has held multiple principal secretary-level assignments, including in the Power Department, Shipping, and Finance in the Andaman & Nicobar Islands, as well as significant responsibilities in the Office of the Lt. Governor of Delhi. His work in these roles underscored his ability to balance policy formulation with on-ground implementation, often under challenging circumstances. Earlier, as Secretary to the Lt. Governor of Delhi and later as Principal Secretary, he was closely involved in the governance of the national capital, dealing with issues of public policy, finance, and administration.

Shri Kumar also has significant international experience, having served as Counsellor at the Permanent Mission of India to the World Trade Organization (WTO) in Geneva from 2010 to 2013. In this capacity, he represented India’s interests on matters of global trade, commerce, and industry. He also had stints with the United Nations Office for Project Services (UNOPS), gaining further exposure to multilateral systems and international project management. His contributions in these roles enriched his outlook and allowed him to bring global perspectives into India’s governance practices.

His earlier career includes impactful roles such as District Collector in Daman, Excise Commissioner in Delhi, Director in the Education Department, Commissioner of Trade and Taxes in Delhi, Chief Executive Officer of the Delhi Jal Board, and Chairman and Managing Director of the Delhi Transport Corporation. Each of these roles required a deep understanding of complex administrative structures, fiscal management, and service delivery to the public. In these assignments, Shri Kumar consistently demonstrated the ability to handle responsibilities spanning finance, infrastructure, education, urban services, and governance at both micro and macro levels.
