Skill Development Ministry urges Depts to make recruitment more transparent

In line with the focus on creating maximum opportunities for skilled workforce, Union Minister for Skill Development and Entrepreneurship, Shri Rajiv Pratap Rudy has urged all Ministries and Government Departments to reduce ambiguities in the recruitment drives being conducted for trade specific posts and recognise National Apprenticeship Certificate (NAC), being imparted under the Apprenticeship Training Scheme (ATS) of MSDE, as qualifying criteria for such posts. Shri Rajiv Pratap Rudy stated that it is imperative that everyone gets an equal opportunity to get skilled and get placed across organisations. This move will ensure that the NAC candidates get an equal chance which is important for them.

Secretary, MSDE Shri Rohit Nandan has said, the government has brought about comprehensive reforms under DGT and this is yet another initiative to link the certified workforce with the opportunities available across sectors. It has been noticed that despite having higher qualification than NTC, candidates with NAC are not considered. This will ensure that employment opportunities are extended to all candidates.

Directorate General of Training (DGT) under MSDE imparts on-job training for candidates in 259 designated trades through 28,500 establishments under their flagship Apprenticeship Training Scheme (ATS). Following successful completion of the training, candidates acquire National Apprenticeship Certificate (NAC) after appearing in All India Trade Test (AITT) for apprentices.

The matter was brought to the notice of Ministry of Skill Development and Entrepreneurship that various vacancies were being posted across Government/Semi Government/Public undertakings and even in Private industries where only trade specific posts are advertised despite having common functionalities with other allied trades under the same trade domain. Due to this difference in nomenclature of trades, the eligible candidates were being deprived of employable opportunities.

MSDE has requested the Ministries and Government Departments to make amendments in their recruitment rules, if required, to address the issues.While framing recruitment rules, it should be taken into account that National Apprenticeship Certificate (NAC) is a higher qualification and should be considered for the vacancy posts having minimum entry qualification as National Trade Certificate (NTC).
