Satendra Singh IAS appointed as Secretary- Department of Urban Development
Shri Satendra Singh IAS (Jharkhand 1996), presently Additional Secretary- Cabinet Secretariat, has been appointed as Secretary- Department of Urban Development, Ministry of Housing & Urban Affairs.
Shri Satendra Singh, IAS, is a senior civil servant with a distinguished administrative career spanning more than three decades. His professional journey has covered a wide range of sectors, including finance, mining, fertilisers, information technology, transport, water resources, rural development, panchayati raj, prisons and district administration. His experience combines extensive field-level governance with senior responsibilities in the Government of India and the Government of Jharkhand.
He has served as Additional Secretary in the Cabinet Secretariat, Government of India, from August 2022. The assignment represents one of the most significant stages of his career, involving responsibilities connected with public administration and law at the highest level of government. Prior to this, he served as Additional Secretary and Financial Adviser in the Department of Fertilizers under the Ministry of Chemicals and Fertilizers from December 2021 to August 2022.
Shri Singh also served as Joint Secretary in the Ministry of Mines from December 2019 to December 2021. In this role, he gained extensive experience in the administration and policy framework relating to mines and minerals, an important sector for India’s industrial and economic development.
His academic background is rooted in engineering. He completed his B.E. in Electronics from the University of Roorkee, now the Indian Institute of Technology Roorkee, securing First Division. His technical education has complemented his extensive administrative experience, particularly during his assignments in information technology and technology-driven governance.
In the state administration, Shri Singh served as Principal Secretary to the Governor and later as Secretary in the Finance Department of Jharkhand. As Secretary, he handled important responsibilities related to expenditure and financial administration. He also served as Additional Financial Commissioner in Ranchi, gaining further experience in financial management.
His career in Jharkhand includes several senior administrative assignments. He served as Secretary in the Department of Land Reforms, Land Records and Registration, dealing with important aspects of land administration and records management. He also served as Divisional Commissioner of Palamu and South Chhota Nagpur, overseeing administration and development across important divisions of the state.
Shri Singh has held several positions in the Home and prison administration sectors. He served as Inspector General of Jails in Ranchi and earlier as Inspector General of Jails in the Home Department. These assignments involved the administration and management of the prison system and provided him with experience in a specialised area of public administration.
His professional exposure also includes the Information Technology and transport sectors. He served as Secretary in the Information Technology Department of Jharkhand and as Chief Executive Officer of the state’s technology-related organisation. He also served as Transport Commissioner, handling responsibilities relating to transport administration and regulation.
Earlier, Shri Singh served as Development Commissioner in Bokaro and Commissioner in the Rural Development Department. He was also Director in the Panchayati Raj Department and held responsibilities related to employment and labour administration. His experience in local governance was further strengthened through his work in Panchayati Raj and cooperative administration, including a tenure as Managing Director of Cooperative Societies in Ranchi.
His field administration experience began early in his career. He served as District Collector and District Magistrate in Jamtara, Lohardaga and Garhwa, and as Deputy Commissioner in Giridih. He also served as Deputy Development Commissioner in Sahibganj. These assignments provided him with extensive experience in district administration, land revenue, development programmes and public service delivery.
At the beginning of his career, Shri Singh served as Managing Director of an Export Corporation and as Sub-Divisional Officer in Gumla and other administrative areas. He started his service as Assistant Magistrate in Muzaffarpur.
Shri Satendra Singh’s career reflects exceptional administrative versatility. From district administration and development work to finance, mining, technology, transport and the Cabinet Secretariat, he has handled responsibilities across diverse domains. His engineering background, extensive field experience and senior-level exposure to both state and central governance have shaped a career marked by broad institutional understanding and sustained public service.
