Raksha Mantri Shri Rajnath Singh inaugurated a series of digital initiatives by the Defence Accounts Department (DAD) on its 276th Annual Day at Delhi Cantt. These include “SARANSH,” an integrated defence finance dashboard for the Ministry of Defence, “BISWAS” for Bill Information and Work Analysis System, and “e-Raksha Awaas.”

Commending the DAD as the guardian of defence finance, Shri Rajnath Singh highlighted its role in enhancing the nation’s defence capabilities through transparency and efficiency. He stressed the importance of accounting, emphasizing the need to manage resources judiciously to achieve optimal outcomes.

The Raksha Mantri applauded the digital initiatives of the DAD, offering suggestions to further enhance its functioning. He urged officials to enhance their professional capabilities, suggesting collaboration with reputed institutions for tailored training modules.

He emphasized the significance of providing sound financial advice, stressing a realistic assessment of user agency demands and market understanding. He recommended establishing an in-house mechanism and collaboration with industry associations for effective market research.

Shri Rajnath Singh also called for strengthening internal vigilance mechanisms to swiftly address suspicious activities, building trust in the department. The Raksha Mantri emphasized the DAD’s pivotal role in achieving the government’s vision of making India a developed nation by 2047, underscoring the need for modernized Armed Forces and efficient resource allocation.

  1. SARANSH: An analytics tool for comprehensive visualization and analysis of defence financial data, enabling data-driven decisions.
  2. BISWAS: A dashboard for monitoring and analyzing bill management processes, enhancing transparency and efficiency.
  3. e-Raksha Awaas: A centralized software package streamlining rent and allied charges for rentable buildings within Defence Services.

Additionally, the Raksha Mantri presented the Raksha Mantri Awards for Excellence 2023 to teams for outstanding initiatives in implementing departmental projects.

Present at the event were Chief of Defence Staff General Anil Chauhan, Chief of Air Staff Air Chief Marshal VR Chaudhari, Chief of Naval Staff Admiral R Hari Kumar, Financial Advisor (Defence Services) Smt Rasika Chaube, Controller General of Defence Accounts Shri SG Dastidar, and other senior officials of the Ministry of Defence.
