Shri Sanjay Rastogi IAS (Odisha 1991) given extension in upgradation of the post of Joint Secretary & Financial Advisor to the level of Additional Secretary & Financial Advisor in Ministry of Youth Affairs & Sports for a term up to 11.08.2026 by the Appointments Committee of the Cabinet, reflecting the Government’s recognition of his extensive administrative expertise, policy acumen, and long-standing service in various pivotal roles across multiple departments.
Shri Sanjay Rastogi is a distinguished officer with a background in Electrical Engineering, having completed his graduation from IIT Delhi. He further pursued his M.Tech. in Electronics and Communication from IIT Delhi, demonstrating his strong academic foundation in technical fields alongside his administrative prowess.
In his current assignment as Additional Secretary & Financial Advisor in the Ministry of Youth Affairs & Sports, Shri Rastogi has been serving since September 2023, with his tenure now extended up to August 2026. Prior to this, he held the same rank in the Ministry of Chemicals & Fertilizers from November 2022 to September 2023. His tenure as Development Commissioner (Handlooms) in the Ministry of Textiles from August 2021 to November 2022, and earlier from December 2017 to August 2021 in the Joint Secretary equivalent rank, showcased his leadership in promoting traditional handloom sectors and strengthening artisan welfare initiatives.
Shri Rastogi has also served as Principal Secretary to the Government in the Commerce & Transport Department, and as Commissioner & Secretary in the same department, where he contributed to policy-making, infrastructure development, and trade facilitation. His leadership extended to the cooperative sector as Chairman & Managing Director of the Orissa Milk Federation (OMFED), where he worked to enhance dairy production and farmer incomes.
At the central level, his experience includes serving as Chief Vigilance Officer in the Projects & Equipment Corporation Ltd., as Zonal Joint Director General in the Directorate General of Foreign Trade (DGFT), and as Export Commissioner in DGFT, where he played a key role in facilitating India’s trade growth and export competitiveness. His expertise in governance is further evidenced by his tenure in the Home Department, the Education Department, and the Urban Development sector in Odisha, as well as his service as District Collector and Magistrate in Jharsuguda and Jajpur.
From managing industries as Director in the Industries Department to overseeing sugar sector reforms as Managing Director in the Sugar Industry, Shri Rastogi’s administrative journey reflects his versatility and commitment. His early years as Sub Collector laid the groundwork for a career marked by dedication to public service, efficiency in governance, and impactful decision-making.
The extension of his upgradation to Additional Secretary & Financial Advisor in the Ministry of Youth Affairs & Sports is both a testament to his exceptional service record and a recognition of his ability to contribute to youth empowerment and sports development in India.
