Shri Nitishwar Kumar IAS (Uttar Pradesh 1996) given extension in upgradation of the post of Joint Secretary & Financial Advisor to the level of Additional Secretary & Financial Advisor in Ministry of Women & Child Development for a term up to 30.09.2026 by the Appointments Committee of the Cabinet.
The Appointments Committee of the Cabinet has approved the extension in the upgradation of Shri Nitishwar Kumar, IAS (Uttar Pradesh cadre, 1996 batch), from the post of Joint Secretary & Financial Adviser to the level of Additional Secretary & Financial Adviser in the Ministry of Women & Child Development (WCD), New Delhi, up to 30 September 2026. This decision reflects the Government’s confidence in his administrative leadership and his ability to oversee financial and strategic policy functions in a ministry central to the nation’s social welfare agenda.
Shri Kumar holds a Bachelor’s degree in Economics from Ramjas College, Delhi University, followed by a Post-Graduation in Economics from the Delhi School of Economics. He further advanced his academic credentials with an M.Sc. in Public Management & Governance from the London School of Economics and Political Science, gaining an international perspective on governance and policy frameworks.
In his current role since October 2022, Shri Kumar has been responsible for guiding the Ministry’s financial planning, resource allocation, and policy implementation for schemes impacting millions of women and children across the country. His approach blends fiscal prudence with a deep understanding of social development imperatives.
Previously, he held multiple senior positions in the Union Territory of Jammu & Kashmir during his inter-cadre deputation, including Managing Director & Principal Secretary, Energy Department; Chairman, Film Development Corporation; Chief Executive Officer, Shri Amarnathji Shrine Board; and Principal Secretary to the Hon’ble Governor. In these capacities, he demonstrated versatility in managing sectors ranging from power generation and renewable energy to cultural promotion and religious infrastructure.
At the national level, he has served as Member Secretary at the National Council for Teacher Education (NCTE) in the Ministry of Education, Joint Secretary in the Ministry of Jal Shakti overseeing water resources and river development, and Private Secretary to the Minister of State for Railways—roles that required both policy acumen and operational coordination at a large scale.
His State cadre postings in Uttar Pradesh reflect a strong foundation in field administration. Over the years, he has served as District Magistrate in Varanasi, Agra, Rampur, Barabanki, Banda, Unnao, Jalaun, Pratapgarh, Firozabad, and Meerut—managing law and order, infrastructure development, and welfare delivery in both urban and rural contexts. He has also been Chief Development Officer of Ghazipur, Special Secretary in the Planning Department, and Managing Director of various State public sector undertakings, including Madhyanchal Vidyut Vitran Nigam Limited and the UP New and Renewable Energy Development Agency.
Shri Kumar’s career trajectory is marked by frequent transitions between policy formulation at the Centre and hands-on governance in the field. This mix has equipped him with an ability to design policies that are both strategically sound and practically implementable. His foreign training stint in 2012–2013 further broadened his exposure to global best practices in governance.
Known for his disciplined work ethic, adaptability, and results-oriented approach, Shri Kumar has successfully managed portfolios spanning energy, education, infrastructure, transport, planning, and social welfare. His leadership has been particularly visible in complex assignments involving inter-departmental coordination, high public visibility, and tight deadlines.
The extension of his tenure as Additional Secretary & Financial Adviser, WCD, ensures continuity in financial oversight and policy direction at a time when the Ministry is scaling up key schemes such as Poshan Abhiyaan, Mission Shakti, and Saksham Anganwadi. His stewardship is expected to further enhance transparency, accountability, and efficiency in resource utilisation, thereby strengthening the Ministry’s capacity to deliver on its mandate.
