Shri Sanjay Kumar IAS (Telangana 1995) has been empanelled as Secretary at the Centre.
Shri Sanjay Kumar, an accomplished officer of the Indian Administrative Service, has built a distinguished career marked by intellectual depth, administrative versatility, and a consistent commitment to public service. With an academic foundation rooted in premier institutions and a professional journey spanning diverse sectors, he represents the blend of technical expertise and governance insight that characterizes many of India’s most capable civil servants.
His educational background reflects both academic excellence and multidisciplinary exposure. Shri Kumar completed his B.E. in Civil Engineering from the University of Roorkee, now known as the Indian Institute of Technology Roorkee, securing First Class with Distinction. He further pursued an M.Tech. in Building Science and Construction Management from Indian Institute of Technology Delhi, again graduating with First Class with Distinction. Expanding his academic horizons internationally, he obtained an M.Sc. in Public Management and Governance from the London School of Economics and Political Science in the United Kingdom, graduating with First Class. This rare combination of engineering, management, and public governance training has shaped his analytical approach to policy and administration.
Over the years, Shri Sanjay Kumar has served in a variety of strategic roles across state and central governments, steadily earning recognition for his thoughtful leadership and effective implementation of public policy. Most recently, he served as Director General (Additional Secretary equivalent) at the Development Monitoring and Evaluation Office (DMEO) under NITI Aayog in New Delhi from November 2022 to September 2024. In this capacity, he contributed to strengthening monitoring and evaluation frameworks for key government programmes, supporting evidence-based policymaking and improving the effectiveness of development initiatives across sectors.
Prior to this assignment, he served as Additional Secretary in the Ministry of Housing and Urban Affairs from December 2021 to November 2022. In this important role, he was associated with major urban development initiatives, contributing to policy formulation and administrative oversight in areas such as urban infrastructure, housing, and municipal governance. Earlier, as Joint Secretary in the same ministry from September 2016 to December 2021, Shri Kumar played a key role in administrative coordination and programme management, helping guide complex urban governance initiatives during a transformative period for India’s cities.
His experience also includes serving as Commissioner in the Fisheries Department, where he worked on strengthening institutional mechanisms within the sector and supporting initiatives aimed at improving fisheries management and livelihood opportunities. He also underwent foreign training in London in 2014–2015, an exposure that further enhanced his understanding of international governance practices and policy frameworks.
At the state level, Shri Kumar has held several significant leadership roles. In Andhra Pradesh, he served as Member Secretary in the Environment and Forest Department in Hyderabad, where he worked on environmental regulation and pollution control frameworks. Earlier, as Commissioner of Transport, he was associated with improving regulatory oversight and administrative efficiency in the state’s transport sector. His tenure as Vice Chairman in the Housing and Urban Development Department reflected his long-standing engagement with urban policy and infrastructure development.
His administrative versatility is further evident from his leadership roles in the information technology and industrial sectors. As Managing Director in the Information Technology and Communication Department of Andhra Pradesh, he contributed to advancing technology-driven governance initiatives. Earlier assignments also include serving as Managing Director in the Industries Department in Dehradun and as Additional CEO in the Tourism Department, where he worked on promoting regional development and economic activity.
Shri Sanjay Kumar’s field-level administrative experience is equally noteworthy. He served as District Collector and District Magistrate of Visakhapatnam, a key administrative assignment involving the coordination of governance, development programmes, and disaster management in one of the state’s major districts. Earlier, he served as District Magistrate of Tehri Garhwal, where he gained valuable experience in district administration and grassroots governance.
During the early phase of his career, Shri Kumar also held positions such as Municipal Commissioner, Assistant Collector, and Project Officer in the Tribal Welfare Department. These assignments provided him with firsthand exposure to development administration, urban governance, and social welfare programmes, helping shape a grounded understanding of public service delivery.
Over nearly three decades of service, Shri Sanjay Kumar has demonstrated a balanced blend of technical expertise, administrative acumen, and policy insight. His career reflects the hallmark qualities of an effective civil servant—professional integrity, adaptability, and a commitment to strengthening governance systems. Through his contributions across sectors such as urban development, environment, transport, technology, and public policy evaluation, he continues to exemplify the evolving role of the Indian Administrative Service in shaping responsive and forward-looking governance.
