Dr S Siddharth IAS (Bihar 1991), presently Principal Secretary, Chief Minister, Chief Minister’s Secretariat, Patna, Bihar, with additional charge of Additional Chief Secretary (ACS), Cabinet Secretariat, and ACS, Education Department, Bihar, is transferred and appointed as Development Commissioner – Bihar.

Dr. S. Siddharth, IAS (Bihar Cadre, 1991), is a senior civil servant with more than three decades of experience across diverse fields of administration, both at the state and central levels. An alumnus of IIT Delhi and IIM Ahmedabad, he has built a strong academic foundation with a B.Tech. in Computer Science, an MBA, a Post-Graduate Diploma in Management, and a Ph.D. in Financial Management from IIT Delhi. His educational background, combining technology, management, and finance, has provided him with a multidimensional perspective that he has consistently applied in public administration. He has now been appointed as the Development Commissioner, Bihar, one of the most senior positions in the state government, after serving as Principal Secretary to the Chief Minister, with additional charge of Additional Chief Secretary, Cabinet Secretariat, and Additional Chief Secretary, Education Department.

Dr. Siddharth began his career with district-level postings that gave him grassroots exposure to governance. He served as Sub-Divisional Officer in Singhbhum East, and later as District Magistrate in Muzaffarpur, Bhojpur, Lohardaga, and Aurangabad. These assignments during the formative years of his service equipped him with experience in land revenue management, law and order, and implementation of developmental programmes. His repeated appointments as District Magistrate reflected the trust reposed in his administrative abilities.

In the early 2000s, he moved to central deputation, serving in the Ministries of Communications & Information Technology, Social Justice & Empowerment, and Human Resource Development as Private Secretary to Union Ministers. These roles gave him valuable exposure to policy-making at the national level. He later served as Deputy Secretary and Director in the Ministry of Heavy Industries & Public Enterprises, where he dealt with the functioning of public sector undertakings and industrial policy.

Returning to Bihar, Dr. Siddharth took on important secretarial roles in urban development, housing, rural works, labour, and industries. His tenure as Secretary, Urban Development & Housing Department, was marked by efforts to strengthen urban infrastructure and improve service delivery in growing towns and cities. As Secretary, Rural Works Department, he focused on rural connectivity and infrastructure creation. Later, as Secretary, Labour Department, he dealt with issues related to employment and labour welfare.

Between 2016 and 2018, he held the significant dual role of Development Commissioner and Principal Secretary, Industries Department, Bihar. In this capacity, he guided policy initiatives to attract investment, strengthen industrial infrastructure, and promote entrepreneurship in the state. He also served as Principal Secretary, Finance Department, from 2018 to 2022, overseeing the state’s fiscal management, budgeting, and financial reforms. His expertise in financial management, strengthened by his doctoral research, was reflected in his handling of complex fiscal issues.

Dr. Siddharth has been closely associated with the Chief Minister’s Secretariat for an extended period. From 2008 to 2012, he served as Secretary to the Chief Minister, playing a crucial role in policy coordination and governance reforms. He returned to the Chief Minister’s Office in 2024 as Secretary General, and then Principal Secretary, again entrusted with one of the most sensitive assignments in the state administration. His long association with the Chief Minister’s Office highlights his reputation for efficiency, trustworthiness, and administrative skill.

His recent appointments as Additional Chief Secretary, Cabinet Secretariat, and Additional Chief Secretary, Education Department, further underscore his ability to handle critical portfolios simultaneously. The Education Department, being one of the largest and most complex sectors in the state, demanded leadership to oversee reforms, improve institutional performance, and ensure delivery of educational services.

Now, as Development Commissioner of Bihar, Dr. S. Siddharth assumes the pivotal responsibility of coordinating development planning and administration across the state. The position is central to aligning government policies, monitoring major schemes, and ensuring inter-departmental coordination. His diverse experience across finance, industry, rural and urban development, labour, education, and governance reform makes him well-suited to guide the state’s developmental agenda.

Dr. Siddharth’s career reflects adaptability, breadth of experience, and consistent involvement in key sectors of governance. From grassroots district administration to senior roles in finance, industry, and the Chief Minister’s Secretariat, he has contributed to both policy and implementation. His new role as Development Commissioner brings him once again to the forefront of Bihar’s administrative leadership, where his expertise and experience are expected to play a vital role in steering the state’s development priorities.
