Rohan Chand Thakur IAS: A Globally Trained Administrator with Strong Financial and Governance Expertise
Shri Rohan Chand Thakur, an Indian Administrative Service (IAS) officer of the Himachal Pradesh cadre (2009 batch), is widely regarded for his strong academic credentials and diverse administrative experience spanning finance, transport, technology, and district governance. His career reflects a blend of global exposure and grassroots administrative excellence.
He completed his Bachelor of Arts (Honours) in Economics from St. Stephen’s College, University of Delhi. He further pursued a Master of Business Administration (MBA) from the prestigious Indian Institute of Management (IIM) Ahmedabad, where he was awarded for his performance. Enhancing his global leadership perspective, he attended the Chevening Gurukul Leadership Programme at the University of Oxford, focusing on international politics. He also earned a Master of Public Administration (MPA) from the Harvard Kennedy School, Harvard University, securing an impressive Grade ‘A+’. This exceptional academic background has significantly shaped his policy-oriented and analytical approach to governance.
After joining the IAS, Shri Thakur underwent foundational training before taking up field assignments in Himachal Pradesh. His early roles included serving as Assistant Collector in Sirmaur and Sub-Divisional Officer (Civil) in Bilaspur, where he gained practical experience in rural development and revenue administration. He later served as Additional Deputy Commissioner-cum-CEO in Kangra, contributing to rural development initiatives.
He went on to serve as Deputy Commissioner in Hamirpur and subsequently in Shimla, where he was responsible for district administration, law and order, and implementation of development programmes. His tenure in these districts was marked by effective governance and citizen-centric administration.
Shri Thakur has held several key positions in the state government, particularly in finance, industry, and technology sectors. As Director in the Department of Information Technology and Communication, he contributed to digital governance initiatives. He also served as Managing Director in multiple organisations, including the Himachal Pradesh Financial Corporation and the State Road Transport Corporation, where he demonstrated strong leadership in corporate and public sector management.
In the finance domain, he served as Excise and Taxation Commissioner, handling matters related to revenue generation and fiscal administration. His role required strategic oversight and policy implementation in taxation and excise.
He also gained valuable exposure at the national level and in academia during his study leave at Harvard University, further strengthening his expertise in public administration and global policy frameworks.
Recently, Shri Rohan Chand Thakur has been appointed as Director in the Department of Financial Services, Ministry of Finance, Government of India. In this role, he is involved in critical aspects of banking and financial sector policy at the national level.
With a career marked by academic excellence, international exposure, and diverse administrative experience, Shri Thakur stands out as a dynamic and forward-looking civil servant. His contributions across sectors continue to strengthen governance and public administration both at the state and central levels.
