She holds a Doctor of Public Health (DrPH) in Maternal and Child Health/Epidemiology from the University of Arizona (2020–2025), where she developed advanced expertise in epidemiology and both qualitative and quantitative research methodologies. Dr. Kajal began her medical journey with an MBBS from Baba Farid University of Health Sciences (1997–2002), followed by a Doctor of Medicine (MD) in Obstetrics and Gynecology from the Postgraduate Institute of Medical Education and Research (2003–2006), where she was awarded a silver medal. Joining the IAS in 2008, Ms Kajal underwent her foundational training before stepping into field administration. Her early roles included serving as Joint Magistrate and later Chief Development Officer in Meerut, where she gained hands-on experience in district administration and rural development. She subsequently served as Additional Commissioner in Meerut, further strengthening her expertise in land revenue management and governance.
Her tenure as District Magistrate of Mahoba marked a significant phase in her career, where she was responsible for overall district administration, law and order, and development initiatives. Known for her efficient governance style, she focused on improving public service delivery and strengthening administrative systems at the grassroots level.
Ms Kajal has held several key positions in the Government of Uttar Pradesh, particularly in the Health & Family Welfare Department. As Special Secretary, she contributed to policy formulation and implementation in public health, leveraging her medical background to bring informed decision-making into governance. She also played important roles in the energy sector, serving as Managing Director in Varanasi and working with agencies such as NEDA and the Energy Development Corporation, where she handled initiatives related to renewable and conventional energy.
Her experience extends to urban development and local governance, having served in the Department of Urban Development and Local Bodies in Uttar Pradesh. In these roles, she worked on strengthening urban infrastructure, municipal governance, and public service delivery mechanisms.
On central deputation, Ms Kajal served as Deputy Secretary and Executive Director at the Rural Electrification Corporation (REC) in Gurgaon, contributing to energy financing and rural electrification initiatives at the national level.
