Overview of the Civil Services Examination Process by Indian Bureaucracy
The Civil Services Examination is conducted in three stages. The first stage is the Preliminary Examination, which serves as a screening test. Candidates who qualify in this stage become eligible to appear for the Written (Main) Examination. Those who perform well in the Main Examination are subsequently called for the Personality Test, commonly known as the interview stage.
The entire selection process aims to evaluate candidates not only on their academic knowledge but also on their analytical ability, personality traits, leadership qualities, and suitability for administrative responsibilities.
Preliminary Examination 2025
The Preliminary Examination for the Civil Services Examination 2025 was conducted on 25 May 2025 at various centres across the country. This stage witnessed an overwhelming response from aspirants. A total of 9,37,876 candidates applied for the examination.
Out of the total applicants, 5,76,793 candidates actually appeared for the Preliminary Examination. The difference between applications and actual attendance is typical in large-scale competitive examinations, where several applicants may choose not to appear due to various reasons such as preparation status or other commitments.
After evaluation of the Preliminary Examination papers, 14,161 candidates were declared qualified to appear in the Written (Main) Examination. This stage thus served as the first major filter in the highly competitive selection process.
Civil Services (Main) Examination 2025

The Main Examination is considered the most comprehensive stage of the selection process and consists of multiple descriptive papers covering a wide range of subjects including Essay, General Studies, and Optional Subjects chosen by candidates.
The Main Examination evaluates candidates on their ability to articulate ideas, analyze complex issues, and present structured arguments in written form. It tests both depth of knowledge and clarity of thought.
Following the evaluation of the Main Examination answer sheets, 2,736 candidates were shortlisted for the next stage — the Personality Test.
Personality Test (Interview)
The Personality Test is the final stage of the Civil Services Examination. Conducted by interview boards constituted by the Union Public Service Commission, the Personality Test aims to assess the candidate’s overall personality, communication skills, leadership qualities, decision-making ability, and awareness of national and international issues.
Candidates are evaluated on qualities such as integrity, intellectual curiosity, emotional balance, and suitability for public service. This stage plays a crucial role in determining the final merit ranking of candidates.
