Shri Ravi Prakash Gupta IAS (Haryana 2007), presently Secretary, Revenue & Disaster Management Department, Haryana, is transferred and appointed as Commissioner – Hisar Division, Hisar.
Shri Ravi Prakash Gupta is a senior Indian Administrative Service (IAS) officer with a wide-ranging career spanning revenue administration, disaster management, finance, culture, environment, agriculture, and district governance. Known for his strong grounding in public administration and policy coordination, he has served across multiple states and departments, handling both field-level responsibilities and key policy-making roles at the state secretariat level.
Academically, Shri Gupta has a solid foundation in the humanities and education. He completed his Bachelor of Arts (B.A.) in History from Kurukshetra University, Kurukshetra, securing Second Division. He further strengthened his academic credentials with a B.A., B.Ed. from the University of Delhi, through the prestigious Central Institute of Education, where he achieved First Division. His academic training in history and education has contributed to a nuanced understanding of governance, institutional evolution, and public policy.
Shri Gupta began his administrative career in July 2011 as Assistant Collector, Raipur, where he gained early exposure to land revenue management and sub-divisional administration. He subsequently served as Sub-Divisional Magistrate (SDM), Korba, and later as Additional Collector and CEO, Zila Panchayat, Korba, handling rural development, Panchayati Raj institutions, and district-level coordination. These early postings provided him with strong grassroots experience and familiarity with development administration.
Between 2014 and 2015, he served in Chhattisgarh as Controller, Food & Drugs Administration, where he was responsible for regulatory oversight in consumer affairs and food safety. His transition to financial administration came with his appointment as Additional Secretary, Finance Department, Haryana, followed by his role as Director General in the Finance & Planning Department, Haryana, at Panchkula. In this capacity, he dealt with budgetary planning, fiscal management, and inter-departmental financial coordination, gaining valuable experience in state-level economic governance.
Shri Gupta has held multiple sensitive and diverse assignments in Haryana’s secretariat. As Director, Food & Supplies Department, he worked on public distribution systems and consumer welfare. His tenure as Director-cum-Special Secretary in the Health, Medical Education & Family Welfare Department involved policy oversight in healthcare delivery and medical education. He later served as Special Secretary, Home Affairs & Justice Department, contributing to internal security, law and order, and justice-related administration.
His work in the urban and vigilance domains includes roles as Chief Vigilance Officer (CVO) in urban development authorities, where he focused on administrative probity, transparency, and governance reforms. He also served as Director-cum-Special Secretary (Culture) and later as Director, Archives & Archaeology Department, Haryana, where he played a role in heritage conservation, archival management, and promotion of cultural institutions—aligning well with his academic background in history.
At the field level, Shri Ravi Prakash Gupta served as District Collector and District Magistrate, Fatehabad, where he was responsible for district administration, revenue management, and coordination of development and regulatory functions. His leadership during this tenure reinforced his reputation as an administrator capable of managing complex district-level challenges.
In May 2021, he took charge as Director-cum-Special Secretary, Environment Department, Haryana, dealing with environmental governance and climate-related administrative issues. This was followed by his appointment as Special Secretary in the Fisheries Department and briefly in the Agriculture Department, reflecting the government’s trust in his ability to handle diverse portfolios.
Currently, Shri Ravi Prakash Gupta serves as Secretary to the Government of Haryana, Revenue & Disaster Management Department, a key position that places him at the center of policy formulation and operational response related to revenue administration, disaster preparedness, and emergency management. His role is particularly critical in ensuring coordinated responses to natural and man-made disasters while strengthening institutional resilience.
With over a decade of administrative experience across finance, culture, environment, health, and disaster management, Shri Gupta remains a prominent figure in the Indian Bureaucracy.
