Shri Rahul Pachori IRSEE (2010) presently Director- Department of School Education
& Literacy under Central Staffing Scheme has been appointed as Officer on Special Duty (OSD) to the MoS (I/C) for Skill Development and Entrepreneurship (Shri Jayant Chaudhary) in the Ministry of Skill Development and Entrepreneurship, at the level of Director for a period upto 14.01.2028 (i.e. for the maximum admissible limit of 7 years away from the cadre) .

The Ministry of Skill Development and Entrepreneurship (MSDE) is a key ministry of the Government of India responsible for coordinating and implementing policies aimed at enhancing employability, promoting vocational training, and fostering entrepreneurship across the country. Established in 2014, the ministry plays a central role in aligning India’s workforce with the evolving demands of the global economy, thereby contributing to inclusive growth and economic development.

At its core, the Ministry focuses on bridging the gap between education and industry requirements by promoting skill development initiatives that are demand-driven and industry-relevant. It works closely with various stakeholders, including state governments, industry bodies, training institutions, and international organizations, to create a robust and dynamic skill ecosystem. Through flagship programmes such as Skill India Mission, the ministry seeks to empower youth with employable skills and enhance their livelihood opportunities.

One of the major responsibilities of MSDE is overseeing institutions like the National Skill Development Corporation (NSDC), which acts as a catalyst in promoting private sector participation in skill development. The ministry also supports Sector Skill Councils (SSCs), which are industry-led bodies responsible for developing occupational standards, curriculum frameworks, and certification processes aligned with specific sectors.

The Ministry plays a pivotal role in implementing large-scale training programmes, including the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which provides short-term training and certification to millions of youth across India. Additionally, it promotes apprenticeship training through schemes like the National Apprenticeship Promotion Scheme (NAPS), encouraging industries to engage apprentices and build a skilled workforce.

Entrepreneurship development is another critical focus area. The Ministry promotes entrepreneurial culture through training, mentorship, and support mechanisms, particularly targeting youth, women, and marginalized communities. By encouraging self-employment and innovation, it contributes to job creation and economic diversification.

MSDE also emphasizes quality assurance and standardization in skill training. It works towards establishing a national framework for skill qualifications, ensuring that certifications are credible, portable, and recognized both nationally and internationally. This enhances the mobility and employability of the workforce.

In addition, the Ministry actively promotes digital and emerging skills, recognizing the importance of technology in the modern economy. It supports initiatives in areas such as artificial intelligence, robotics, and digital literacy, preparing India’s workforce for future challenges.

Overall, the Ministry of Skill Development and Entrepreneurship serves as a cornerstone of India’s human resource development strategy. Its efforts not only address unemployment and underemployment but also strengthen the country’s demographic dividend, reflecting key priorities often highlighted in Indian Bureaucracy Transfers News and policy discourse.

Indian Bureaucracy News wishes Shri Rahul Pachori the very best.
