An agriculture graduate with First rank and a Postgraduate degree in Plant Pathology (First), Shri Selvam further secured an M.Sc. in Agriculture with First Class with Distinction from Tamil Nadu Agricultural University (TANU), Coimbatore. This strong academic grounding in agricultural sciences has significantly shaped his administrative focus, especially in rural development, cooperatives, and agrarian systems. At present, Shri Selvam serves as Director (Joint Secretary level) in the Rural Development & Panchayati Raj Department, Shimla, a position he has held since July 2016. In the State cadre, Shri Selvam served as Deputy Commissioner of Lahaul & Spiti and Hamirpur, where he managed district administration in challenging terrains. His tenure in Lahaul & Spiti, in particular, required resilience and adaptive governance, given the region’s geographic and climatic complexities. Earlier, as Sub-Divisional Officer in Kangra, he gained foundational experience in land revenue and grassroots administration.
