An academic of distinction, Shri Goel holds an M.Tech. in Power Systems Engineering and a Ph.D. in Renewable Energy, both from the Indian Institute of Technology (IIT) Delhi. He has also earned an MBA in Finance from Indira Gandhi National Open University and an M.S. in Computer Networks from a reputed university in California, USA. His wide-ranging academic pursuits underscore a lifelong commitment to learning and a rare integration of technical expertise with administrative insight.
Shri Goel’s recent tenure as Secretary, National Commission for Scheduled Tribes, Ministry of Tribal Affairs, Government of India, highlights his engagement with issues of social justice and inclusive development. Prior to this, he served as Chief Secretary to the Government of Goa from February 2022 to November 2024, where he led initiatives on environmental governance, administrative reforms, and interdepartmental coordination.
His earlier roles in Goa include Development Commissioner and Principal Secretary (Environment & Forests), where he played a key role in advancing sustainable development. His stewardship of environmental policy was marked by a balanced approach to growth and ecological preservation.
From 2014 to 2019, as Commissioner of the South Delhi Municipal Corporation, Shri Goel made significant contributions to urban development and civic management. His tenure was noted for responsive governance and modernization of municipal systems.
He has also held influential roles in the energy and infrastructure sectors, including Executive Director at Rural Electrification Corporation Ltd. and Secretary (Power) in the Andaman & Nicobar Islands. His leadership in transport as Secretary & Commissioner (Transport) further illustrates his versatility and policy depth.
Shri Goel’s early career involved important postings in district administration across Arunachal Pradesh and Goa, where he gained invaluable grassroots experience. He has also contributed to the domains of finance and minority welfare, reinforcing his broad administrative capabilities.
