Shri Puneet Agrawal IFS (1997) presently Additional Secretary in the Ministry of External Affairs has been appointed as the next Ambassador of India to the Kingdom of Thailand.

Shri Puneet Agrawal, a senior officer of the Indian Foreign Service (IFS), has built a distinguished diplomatic career spanning multilateral negotiations, regional strategy, consular leadership and high-level administrative stewardship. With decades of experience across key global capitals and at the Ministry of External Affairs (MEA), he represents a blend of policy depth, operational competence and institutional leadership.

Academically, Shri Agrawal brings to diplomacy a strong technical foundation. He holds a B.Tech in Electrical Engineering from the Indian Institute of Technology Delhi (1991–1995). His years at IIT Delhi — one of India’s premier institutions — instilled in him analytical rigour, structured thinking and problem-solving skills that have been evident throughout his diplomatic assignments. This technical grounding has complemented his later work in complex policy domains, including multilateral negotiations and strategic regional affairs.

Currently serving as Additional Secretary (Administration) in the Ministry since January 2026, Shri Agrawal oversees crucial administrative and HR functions that underpin India’s diplomatic machinery worldwide. Prior to this, he served as Additional Secretary from March 2024 to December 2025, contributing to strategic coordination and policy oversight within the Ministry. His elevation to these senior positions reflects both his institutional memory and his steady leadership style.

From July 2022 to March 2024, he was Joint Secretary for the Indian Ocean Region — a portfolio of growing geopolitical significance. In this capacity, he handled India’s relations with island nations and littoral states across the Indian Ocean, advancing maritime cooperation, security partnerships, development assistance and regional connectivity initiatives. His tenure coincided with India’s intensified engagement in the region, reinforcing New Delhi’s role as a net security provider and trusted development partner.

Between February 2019 and July 2022, Shri Agrawal served as Ambassador and Deputy Permanent Representative at the Permanent Mission of India in Geneva. Based in Switzerland, he represented India across multiple multilateral platforms dealing with trade, human rights, development and global governance. His role demanded nuanced negotiation skills and the ability to articulate India’s positions on complex international issues with clarity and conviction.

Earlier, from July 2016 to January 2019, he was Consul General at the Consulate General of India, Hong Kong. During his tenure in Hong Kong, he strengthened economic ties, trade promotion and engagement with the Indian community, while also managing vital consular responsibilities in a dynamic global financial hub.

In June 2015, he briefly served as Joint Secretary (United Nations – Economic and Social Issues) at MEA, overseeing India’s engagement with UN bodies on development, sustainability and socio-economic cooperation. This followed his assignment as Joint Secretary (Establishment) in April–May 2015, where he handled personnel management within the Ministry — an area he would later revisit at a much higher level as Additional Secretary (Administration).

His earlier responsibilities include serving as Director (Sri Lanka and Maldives, Indian Ocean Region) from March 2014 to March 2015, and Director (BSM) from July 2013 to February 2014 at MEA Headquarters. These assignments gave him substantial exposure to neighbourhood diplomacy and regional security dynamics.

From May 2009 to July 2013, Shri Agrawal was Counsellor at the Embassy of India, Vienna, where he engaged with Austria and international organizations headquartered in Vienna. Before that, he served as First Secretary at the Embassy of India, Thimphu (2005–2009), contributing to the steady strengthening of India–Bhutan relations.

His early diplomatic career included postings as Under Secretary at MEA (2002–2005) and as Second Secretary at the Embassy of India, Berlin (1999–2002), where he gained valuable experience in European affairs and bilateral diplomacy.

Across assignments in Europe, East Asia, South Asia and multilateral fora, Shri Puneet Agrawal has demonstrated consistency in performance and adaptability to varied diplomatic environments. His career reflects a rare combination of field experience and headquarters leadership, enabling him to understand both policy formulation and implementation. As Additional Secretary (Administration), he now applies this wealth of experience to strengthening the institutional backbone of India’s diplomatic service, ensuring that India’s global engagement is supported by efficient governance and professional excellence.
