Shri Prashant Panwar IAS (Haryana 2015) has been appointed as Deputy Secretary in the Ministry of Coal, Delhi under the Central Staffing Scheme for a period of four years.

Academically accomplished, Shri Panwar holds a Bachelor of Engineering degree in Mechanical Engineering from Delhi College of Engineering, affiliated with the University of Delhi, where he secured First Division. Further strengthening his academic credentials, he pursued a Master of Business Administration in International Business from the prestigious Indian Institute of Foreign Trade (IIFT), New Delhi, where he again achieved First Division. This exposure to global trade, economics, and management practices provided him with a broader perspective on policy, markets, and development strategies. Additionally, he completed a Master of Arts in Public Management from Jawaharlal Nehru University (JNU), New Delhi, also with First Division, reflecting his deep commitment to understanding governance, public policy, and administrative systems.

Shri Panwar joined the IAS and began his career with foundational roles in district administration. His early assignments included serving as Assistant Commissioner (Under Training) with the Deputy Commissioner in Bhiwani (2016–2017), followed by a brief stint as Assistant Secretary in the Department of Posts, Government of India, New Delhi. These initial experiences provided him with valuable exposure to both grassroots administration and central government functioning.

He subsequently served as Sub-Divisional Officer (SDO) in Nuh and Sonipat between 2017 and 2019, where he handled land revenue management, development administration, and law and order responsibilities. These roles strengthened his field-level administrative capabilities and his ability to address complex local governance challenges.

His transition into development administration came with his roles as Additional Deputy Commissioner (ADC) in Yamunanagar and later in Gurugram under the District Rural Development Agency (DRDA). During this period (2019–2021), he focused on rural development initiatives, implementation of government schemes, and strengthening local governance structures.

Shri Panwar’s administrative versatility was further evident in his appointment as Additional Managing Director of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in Panchkula (2019–2020). Here, he contributed to industrial promotion, infrastructure development, and investment facilitation in the state.

After a period of earned leave abroad (2021–2022), he resumed active service as Managing Director of the Haryana Seeds Development Corporation (2022), where he worked on agricultural development and seed distribution systems. He then served as District Municipal Commissioner in Ambala, focusing on urban planning and municipal governance.

In 2023, Shri Panwar took on multiple responsibilities as Deputy Commissioner across key districts, including Ambala, Nuh, Fatehabad, and Kaithal. As the chief administrative officer of these districts, he handled land revenue administration, disaster management, and overall district governance. His tenure in Nuh, a district with unique socio-economic challenges, highlighted his ability to manage sensitive administrative environments effectively.

He also briefly served as Special Secretary in the Fisheries Department and as Additional Chief Electoral Officer in Haryana, contributing to electoral management and governance processes. These roles showcased his adaptability and readiness to handle diverse administrative domains.

In late 2024 and early 2025, Shri Panwar was appointed Director in the Department of Social Justice & Empowerment, Government of Haryana, where he worked on welfare policies aimed at inclusive growth and social equity. Subsequently, he assumed the role of Chief Executive Officer (CEO) of the Citizen Resources Information Department (CRID) in Panchkula, along with the additional charge of Special Secretary in the same department. In these roles, he has been at the forefront of leveraging technology for citizen service delivery, digital governance, and administrative transparency.
