Academically, Shri Makwana holds a Bachelor of Engineering degree in Civil Engineering, securing First Division. He joined the IAS in 1995 and underwent foundational training before beginning his career in district administration. His early assignments as Assistant Collector and Additional Collector provided him with hands-on experience in land revenue management and sub-divisional administration. Shri Makwana’s first major leadership role came as Commissioner of Coimbatore (2000–2001), where he oversaw municipal administration and urban governance. He then served as Deputy Commissioner in the Commercial Taxes Department (2001–2002), gaining valuable exposure to fiscal administration and revenue systems. His tenure as District Collector of Pudukkottai (2002–2004) marked a significant phase, during which he handled district administration, land revenue management, and developmental initiatives with efficiency and dedication.

In the mid-2000s, he held key positions in social justice, municipal administration, and information technology. As Director in the Social Justice & Empowerment sector, he contributed to welfare initiatives aimed at inclusive development. His roles as Joint Commissioner in Municipal Administration and in Communications & Information Technology further broadened his administrative portfolio.

A notable phase in his career was his association with water resource management. As Joint Managing Director of the Tamil Nadu Water Supply and Drainage Board (TWAD) from 2007 to 2009, he played a crucial role in improving water supply infrastructure and addressing urban and rural water challenges. His expertise in this domain was further strengthened through foreign training between 2009 and 2010.

Shri Makwana also held dual leadership roles as Managing Director of the Tamil Nadu Urban Finance & Infrastructure Development Corporation and Project Director of the Tsunami Project Implementation Unit (TPIU). In these capacities, he contributed to post-disaster reconstruction, urban infrastructure financing, and sustainable urban planning.

From 2011 to 2014, he served as Private Secretary in the Ministry of Shipping, Government of India, where he worked closely with ministerial leadership and gained insight into policy formulation at the highest levels. He later served as Joint Secretary in the Ministry of Home Affairs (2014–2016), handling critical matters related to internal security and governance.

His central deputation continued with his role as Executive Director in the National Mission for Clean Ganga (NMCG) under the Ministry of Water Resources (2017–2018). Here, he contributed to the implementation of the flagship Ganga rejuvenation programme, focusing on environmental sustainability and river conservation.

Returning to the state cadre, Shri Makwana served as Principal Resident Commissioner of Tamil Nadu House in New Delhi (2019–2022), acting as a key liaison between the state government and the central administration. Simultaneously, he held the position of Principal Secretary in the Housing and Urban Development Department (2021–2023), where he played a pivotal role in shaping urban policies, housing initiatives, and infrastructure development in Tamil Nadu.

In 2023, he was appointed Additional Secretary in the Ministry of Home Affairs, Government of India, where he contributed to national-level decision-making in internal security and governance. Subsequently, he assumed the role of Surveyor General of India at the Survey of India, Dehradun (2023–2026), holding Additional Secretary equivalent rank. In this capacity, he has been responsible for overseeing national mapping, geospatial data management, and modernization of surveying technologies—areas critical for planning, security, and development.
