Shri Parikipandla Narahari IAS (Madhya Pradesh 2001) has been appointed as Joint Secretary- Department of Land Resources for a tenure of five years vice Shri Kunal Satyarthi IFoS (Himachal Pradesh 1997).
Shri Parikipandla Narahari, an accomplished Indian Administrative Service (IAS) officer, has built a distinguished career marked by administrative depth, policy innovation, and sectoral diversity. With a strong academic foundation and over two decades of extensive governance experience, he has emerged as a key figure in public administration, particularly in the state of Madhya Pradesh and at the Centre.
Academically, Shri Narahari possesses a robust technical and analytical background. He holds a Bachelor of Engineering in Mechanical Engineering with First Class with Distinction. Further strengthening his technical credentials, he completed another Bachelor of Engineering from Osmania University, Hyderabad, specializing in Production and Industrial Engineering, again securing First Class with Distinction. Complementing his engineering expertise, he pursued a Master of Arts in Economics from Bhoj University, graduating with First Class. This unique blend of engineering precision and economic insight has significantly shaped his approach to governance, enabling him to handle complex administrative challenges with a balanced and data-driven perspective.
In his current role, Shri Narahari has been appointed as Joint Secretary in the Department of Land Resources under the Ministry of Rural Development, Government of India, for the period from April 13, 2026, to April 12, 2031. This appointment reflects the trust reposed in his capabilities at the highest levels of policymaking. His role at the Centre is crucial, especially in advancing land reforms, improving land governance systems, and ensuring effective implementation of rural development initiatives.
Prior to his central deputation, Shri Narahari served as Principal Secretary (Additional Secretary rank) in the Public Health Engineering Department of Madhya Pradesh from December 2024 to April 2026. In this capacity, he played a vital role in strengthening water resource management and groundwater sustainability—critical areas in a water-stressed region. His tenure focused on enhancing rural and urban water supply systems, improving infrastructure, and ensuring equitable access to drinking water.
His earlier stint as Secretary in the same department, along with additional responsibilities in Public Works and Sports & Youth Welfare Departments, highlights his versatility. Between June 2023 and March 2024, as Secretary of Sports & Youth Welfare, he contributed to youth engagement policies and sports infrastructure development, fostering talent and promoting grassroots participation.
One of Shri Narahari’s most impactful roles was as Commissioner and Secretary in the Micro, Small and Medium Enterprises (MSME) Department, Madhya Pradesh. From September 2021 to March 2024, he was instrumental in promoting industrial growth, supporting entrepreneurship, and strengthening the MSME ecosystem. His leadership helped streamline policies, attract investments, and generate employment opportunities, aligning with broader economic development goals.
In the health and regulatory domain, he served as Commissioner of Food Safety and Food Controller in 2021, ensuring compliance with safety standards and improving public health systems. His tenure in the Technical Education Department as Commissioner further demonstrated his commitment to strengthening human resource development by enhancing the quality of technical institutions and aligning education with industry needs.
Shri Narahari also held the position of Managing Director of MARKFED (Madhya Pradesh State Cooperative Marketing Federation), where he played a crucial role in agricultural marketing and cooperative sector reforms. His leadership contributed to better price realization for farmers and improved supply chain efficiency.
His experience in urban governance is equally noteworthy. As Commissioner-cum-Secretary in the Urban Administration and Development Department and earlier as Municipal Commissioner of Indore, he contributed to urban planning, infrastructure development, and municipal reforms. Indore’s consistent recognition for cleanliness and urban management during those years reflects the strong administrative foundation laid by officers like him.
In the aviation and public relations sectors, Shri Narahari served as Commissioner-cum-Secretary in the Aviation Department and the Information & Public Relations Department. These roles required strategic communication, coordination, and policy execution, further showcasing his administrative versatility.
At the field level, Shri Narahari has an extensive record as a District Collector and District Magistrate in key districts such as Indore, Gwalior, Singrauli, and Seoni. His tenure as Collector of Indore (2015–2017) stands out for its focus on urban governance, public service delivery, and development administration. His grassroots experience has been fundamental in shaping his people-centric approach to governance.
He began his career with foundational roles such as Assistant Collector, Sub-Divisional Magistrate, and CEO of Zila Panchayat, gaining deep insights into rural administration, Panchayati Raj institutions, and grassroots development. These early experiences laid the groundwork for his later success in higher administrative roles.
Throughout his career, Shri Narahari has demonstrated a rare ability to seamlessly transition across sectors—ranging from rural development and water resources to industry, urban governance, and public health.
