Shri Rohan Kumar Jha, IAS, is a civil servant with extensive experience in district administration, land revenue management and grassroots governance in Assam. An alumnus of the Indian Institute of Technology Bombay, he holds a Bachelor of Technology degree in Mechanical Engineering. His academic background has been complemented by substantial field experience across several districts of Assam, where he has handled responsibilities ranging from sub-divisional administration to district-level governance.

His administrative career has been marked by a sustained association with land revenue management and district administration. Since September 2024, he has been serving as Deputy Commissioner and District Magistrate of Barpeta, Assam. The position places him at the centre of district governance and involves coordinating the work of multiple departments, implementing government policies and overseeing administrative and developmental activities.

As Deputy Commissioner and District Magistrate, he is responsible for maintaining coordination among various arms of the district administration and ensuring effective implementation of government programmes. The role also involves important responsibilities relating to land revenue administration, public grievance redressal, disaster management, law and order coordination and overall district development.

Prior to his present assignment, he served as Deputy Commissioner and District Magistrate of Cachar from July 2022 to September 2024. His tenure in Cachar provided extensive experience in administering one of Assam’s important districts and dealing with a wide range of administrative and developmental matters. The assignment required coordination with district-level officers, local institutions and other stakeholders in implementing government policies.

Before Cachar, he served as Deputy Commissioner and District Magistrate of Hailakandi from May 2021 to July 2022. His tenure in the district further strengthened his experience in revenue administration, public service delivery and the coordination of development initiatives.

Between October 2019 and May 2021, he served as Additional Deputy Commissioner in the North Assam Division, Sonitpur. The assignment gave him exposure to higher-level district administration and the coordination of administrative functions across a significant regional jurisdiction.

Earlier in his career, he served as Sub-Divisional Officer (Civil) and Sub-Divisional Magistrate, including as In-Charge at Bilasipara in Dhubri district. During this period, he handled responsibilities connected with sub-divisional administration, revenue matters and coordination of government activities at the local level. He also served as SDO/SDM in Nagaon for a brief period, gaining further experience in field administration.

His early professional experience included an assignment as Assistant Secretary in the Ministry of Skill Development and Entrepreneurship at the Centre. This provided exposure to central government functioning and policy administration before he moved into extensive field responsibilities in Assam.

The progression of his career reflects a strong field-oriented administrative profile. From sub-divisional responsibilities to assignments as Additional Deputy Commissioner and subsequently Deputy Commissioner and District Magistrate in multiple districts, he has gained experience across different levels of governance.

His work has consistently involved land revenue management and district administration, two areas that remain fundamental to effective governance at the grassroots level. These responsibilities require administrative coordination, knowledge of government procedures and the ability to respond to the diverse needs of citizens.

With a technical education from IIT Bombay and extensive experience in field administration, Shri Rohan Kumar Jha represents a combination of analytical training and practical governance experience. His career in Assam has been defined by progressive responsibilities and sustained exposure to the challenges of district administration.

As a senior field administrator, his experience across Barpeta, Cachar, Hailakandi, Sonitpur, Dhubri and Nagaon reflects a broad understanding of Assam’s administrative landscape and the complexities involved in delivering governance and public services across diverse regions.
