M S Manivannan IAS appointed Secretary – Spices Board
Shri M S Manivannan IAS (AM 2005) has been appointed as Secretary – Spices Board under the Department of Commerce (JS level), with pay at level 14 for a period of five years vice Shri D. Sathiyan IFoS (AM 1996) by the Appointments Committee of the Cabinet.
Shri M. S. Manivannan, IAS is a distinguished officer of the Indian Administrative Service known for his experience in district administration, governance reforms, and public service delivery. With a strong academic foundation and extensive administrative exposure, he has played an important role in strengthening governance systems in the state of Assam through his work in innovation, administration, and field-level management.
Shri Manivannan completed his Bachelor of Science in Physics from the University of Madras, Chennai, graduating with First Class distinction. His scientific training helped him develop analytical and problem-solving skills that have proven valuable in public administration. He later pursued a Master of Arts in Sociology from Annamalai University, Chennai, securing Second Class. His academic background in sociology provided him with insights into social structures, governance challenges, and community dynamics—knowledge that has been particularly useful in dealing with diverse administrative situations.
Over the course of his career, Shri Manivannan has held several key positions in the Assam government. Since October 28, 2021, he has been serving as the Chief Executive Officer and Director of the State Innovation and Transformation Aayog (SITA), Assam. In this role, he has been associated with promoting policy innovation, governance reforms, and development initiatives aimed at improving the efficiency of public administration in the state. The institution plays an important role in driving strategic planning and transformation in governance, and his leadership contributes to the design and implementation of innovative policy frameworks.
Simultaneously, he has also served as Commissioner and Secretary in the Department of General Administration, Assam, where he has been responsible for handling matters related to personnel management and administrative coordination. This role involves overseeing administrative policies, strengthening institutional frameworks, and ensuring effective functioning of government departments.
Earlier in his career, Shri Manivannan worked extensively at the district level, gaining significant grassroots administrative experience. He served as Additional Deputy Commissioner in the General Administration Department from January 2009 onward, where he dealt with issues related to land revenue management, district administration, and sub-divisional governance. His work in district administration helped him build strong expertise in implementing government schemes and managing administrative operations at the local level.
Before this, he served as Sub-Divisional Officer (Civil) from August 2007 to January 2009, where he handled revenue administration, law and order coordination, and development activities within the sub-division. His career in field administration began as Assistant Collector in Sonitpur district, Assam, from June 2006 to August 2007, where he gained foundational experience in revenue administration and public service delivery.
Through his varied roles, Shri M. S. Manivannan has built a reputation as a committed and capable administrator. His career reflects a blend of field-level governance experience and policy-level responsibilities, contributing to administrative reforms and development initiatives in Assam.
