Ms. Bandana Preyashi IAS (Bihar 2003), has been appointed as Joint Secretary- Department of Fertilizers for a tenure of five years vice Ms. Aneeta C Meshram IAS (UP 1996).
Ms. Bandana Preyashi, an Indian Administrative Service (IAS) officer, is a highly experienced and accomplished civil servant known for her extensive contributions across sectors such as social welfare, industry, environment, finance, and public administration. Academically, she holds a B.A. (Honours), M.A., and M.Phil. in English Literature from the University of Delhi. She further enhanced her policy expertise by completing a Management Programme in Public Policy from the London School of Economics and Political Science. Her strong academic foundation in humanities, combined with global exposure in public policy, has significantly shaped her administrative outlook and decision-making approach.
Belonging to the Bihar cadre, Ms. Preyashi began her career with grassroots administrative roles, including her tenure as Assistant Collector in Bhojpur and Sub-Divisional Officer (SDO) in Barh. These early assignments provided her with hands-on experience in land revenue management, district administration, and public service delivery. Her ability to handle field-level challenges effectively paved the way for her appointment as District Magistrate in Siwan, Bhagalpur, and later Gaya. In these roles, she was responsible for maintaining law and order, implementing development schemes, and ensuring efficient governance at the district level.
Her administrative journey reflects a steady rise through key positions in the Government of Bihar. She served in the Home Department, gaining experience in internal security and governance. She also held leadership roles in urban development, including Director and Managing Director positions in infrastructure and urban affairs, where she contributed to urban planning and development initiatives.
Ms. Preyashi has held several significant leadership positions in state-run corporations and departments. As Managing Director in various organizations, including those related to industries and women and child development, she played a crucial role in policy execution and institutional strengthening. Her tenure as Excise Commissioner further added to her administrative depth, where she handled regulatory and revenue-related responsibilities.
Her association with the Government of India includes key roles in the Department of Economic Affairs, Ministry of Finance, where she served as Deputy Secretary and later Director. In these positions, she contributed to financial policy formulation, economic analysis, and implementation of key fiscal initiatives. She also briefly served in the Ministry of Law & Justice, gaining exposure to legal and regulatory frameworks at the central level.
Back in Bihar, Ms. Preyashi held multiple senior positions as Secretary across diverse departments. In the Cooperative Department, she worked towards strengthening cooperative institutions and promoting agricultural and rural development. As Secretary of the Art, Culture, Sports and Youth Affairs Department, she contributed to cultural promotion and youth engagement initiatives, while also serving as Managing Director of the Film Development Corporation.
Her tenure as Secretary, Environment, Climate Change and Forests Department marked a significant contribution to sustainable development and environmental governance. She later took charge of the Industries Department, where she focused on industrial policy, promotion of handicrafts and handloom sectors, and boosting economic growth in the state.
In the social sector, Ms. Preyashi served as Secretary, Social Welfare and Women & Child Development, as well as Managing Director of the Women Development Corporation. Her work in these roles focused on welfare schemes, gender empowerment, and strengthening support systems for vulnerable sections of society.
