Smt. Ministhy S, IAS (Uttar Pradesh 2003), a distinguished officer in the Indian bureaucracy, has been appointed as the Cane Commissioner of Uttar Pradesh. She was previously serving as Secretary in the Finance Department, Government of Uttar Pradesh, where her tenure was marked by strategic financial oversight, policy reforms, and administrative streamlining in one of the state’s most crucial departments.
An engineer by training, Smt. Ministhy S holds a B.Tech. in Electronics from Kerala, graduating with First Class and Distinction. Further strengthening her professional repertoire, she earned a Post Graduate Diploma in Personnel Management from XLRI, Jamshedpur, where she was a gold medalist—underscoring her excellence in academic and organizational disciplines.
Since joining the Indian Administrative Service, she has held numerous key positions in the state, including District Magistrate in Ghaziabad, Barabanki, Shahjahanpur, Mainpuri, and Farukhabad, where she was widely recognized for responsive governance and public-oriented administration. Her command over district affairs, coupled with her sensitivity to public needs, has earned her respect across multiple tiers of the Indian bureaucracy.
Smt. Ministhy’s administrative journey has spanned a diverse range of sectors including urban development, education, home affairs, consumer affairs, rural development, science & technology, and food and civil supplies. As Commissioner of Commercial Taxes and Commissioner & Inspector General of Registration & Stamps, she brought in data-driven governance models and worked towards systemic transparency.
Her leadership at the helm of the National Rural Livelihood Mission and later in food safety and consumer welfare initiatives demonstrated her deep commitment to inclusive development. She also held the charge of Mission Director and Special Secretary in various state departments, handling responsibilities with remarkable efficiency and clarity of purpose.
Now, as Cane Commissioner of Uttar Pradesh, Smt. Ministhy S will be responsible for overseeing one of the most significant sectors in the state’s agrarian economy.
