Known for his professionalism, versatility, and commitment to India’s diplomatic engagements, Dr. Mohapatra has consistently contributed to strengthening India’s relations across multiple regions of the world.
Born on 18 May 1971, Dr. Mohapatra is academically accomplished, holding a Master of Veterinary Science (M.V.Sc.) and a Post Graduate Diploma in Business Management (PGDIBM). This strong educational background, combining scientific training and managerial expertise, has provided him with a unique perspective in addressing complex issues of international relations, trade, and development.
Dr. Mohapatra joined the Indian Foreign Service in 2000 and began his diplomatic career with his first overseas posting at the Embassy of India in Berlin, where he served as Third Secretary and later Second Secretary (2002–2006). He soon distinguished himself as a dedicated officer with a keen understanding of diplomatic processes and bilateral cooperation. In 2006, he returned to the Ministry of External Affairs in New Delhi as Under Secretary, handling relations with Bangladesh, an assignment that required both sensitivity and strategic acumen.
From 2007 to 2011, he was posted as First Secretary at the Embassy of India in Budapest, where he played a role in strengthening India’s ties with Hungary and the broader Central European region. His expertise in South Asia was further demonstrated during his subsequent assignments in Dhaka, first as First Secretary (2011–2013) and then as Counsellor (2013–2014), where he worked on critical aspects of India-Bangladesh relations, including political, economic, and developmental cooperation.
Between 2014 and 2017, Dr. Mohapatra served as Deputy Consul General at the Consulate General of India in New York, one of India’s most important consular postings. His leadership during this period contributed significantly to enhancing India’s engagement with the Indian diaspora and in fostering trade and cultural relations. Following this, he took charge as Joint Secretary at the Ministry of External Affairs, New Delhi (2017–2019), where he oversaw crucial policy matters and coordination of India’s external relations.
In July 2019, Dr. Mohapatra was appointed Minister (Commerce) at the Embassy of India in Washington D.C., a strategically significant posting where he worked on strengthening Indo-U.S. trade and economic partnership at a crucial juncture in bilateral relations. His contributions in this role reflected his keen understanding of international trade, investment promotion, and commercial diplomacy.
His first ambassadorial assignment came in December 2021, when he was appointed as the Ambassador of India to Guatemala. In this role, he represented India’s interests in Central America, furthering development partnerships, political dialogue, and cultural exchanges. His leadership in Guatemala earned him recognition as a capable and approachable envoy who could blend vision with practical diplomacy.
Dr. Mohapatra assumed charge as Ambassador of India to Romania in 2023, and with his concurrent accreditation to Moldova, he continues to play a key role in deepening India’s relations with Eastern Europe. His responsibilities in these postings encompass political, economic, cultural, and multilateral engagements, aimed at expanding India’s footprint in the region.
On the personal front, Dr. Mohapatra is married to Mrs. Jyotirmayee Mohapatra, and they are blessed with two children, Ms. Suhani Mohapatra and Mr. Rohan Mohapatra. Known for his grounded nature, he enjoys reading and travelling, interests that complement his career as a diplomat by keeping him engaged with diverse perspectives and cultures.
