Karma R Bonpo IAS empanelled as Joint Secretary

Shri Karma R Bonpo IAS (Sikkim 2010) has been empanelled as Joint Secretary at the Centre.

Shri Karma R. Bonpo, IAS is a distinguished civil servant whose academic excellence and administrative versatility have marked his journey in public service. With a strong foundation in engineering, management, and public policy, he represents a new-generation officer equipped to handle complex governance challenges.

He completed his B.E. in Electronics and Communication with First position from Netaji Subhas Institute of Technology under the University of Delhi. Further strengthening his academic profile, he earned an MBA in Management with First position from Indian Institute of Management Ahmedabad. In addition, he pursued a Master of Arts in Public Policy from Indira Gandhi National Open University, reflecting his deep engagement with governance and policy studies.

Currently, Shri Bonpo serves as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) under the Ministry of Home Affairs, Government of India, for the State of Sikkim (November 26, 2024 – November 25, 2027). In this crucial assignment, he oversees census administration and citizen registration processes, responsibilities that are central to demographic planning, policy formulation, and national data management.

Prior to this, he briefly served as Secretary in the Personnel and General Administration Department, Government of Sikkim (October 31, 2024 – November 25, 2024), contributing to administrative reforms and personnel management at the state level.

From December 2022 to October 2024, Shri Bonpo held the position of Secretary in the Commerce & Industries Department, Government of Sikkim. In this role, he guided industrial policy, trade facilitation, and investment promotion efforts aimed at strengthening the state’s economic growth. Earlier, between May 2022 and December 2022, he served as Secretary of the Culture Department, overseeing cultural preservation, archives administration, and promotion of Sikkim’s rich heritage.

His extensive district administration experience forms a significant part of his career. Shri Bonpo served as District Collector of West Sikkim (February 2019 – May 2022) and North Sikkim (April 2016 – February 2019), where he was responsible for land revenue management, disaster management, development administration, and law and order. These tenures required close engagement with local communities and coordination of development initiatives in geographically challenging regions.

Earlier, he held the positions of Additional District Collector in Namchi (January 2015 – April 2016) and East Sikkim (March 2014 – January 2015), managing district-level administrative and revenue functions. He also served as Sub-Divisional Magistrate in Namchi (August 2012 – March 2014), overseeing sub-divisional administration and grassroots governance. His initial field exposure included service as Assistant Collector in Namchi in 2012, following his induction into the Indian Administrative Service.

Across his career, Shri Karma R. Bonpo has demonstrated a balanced blend of technical knowledge, managerial insight, and administrative leadership. His progression from district-level responsibilities to state secretariat roles and now to a key national assignment in census and citizen registration highlights his adaptability and commitment to public service.

With expertise spanning industrial development, personnel administration, culture, district governance, and national data management, he continues to contribute meaningfully to the evolving framework of governance in India.
