Kapil Meena IAS appointed MD- National Horticulture Board
Shri Kapil Meena IAS (Sikkim 2010) has been appointed as MD- National Horticulture Board (NHB), Department of Agriculture & FW for a combined tenure of five years upto 17/01/2027 vice Shri B. Srinivas IAS (KL 1991) by cancelling the appointment of Shri Satyendra Singh IFoS (AM:1996) as MD, National Horticulture Board (NHB) vide ACC order No. 33/03/2022-EO(SM-l) dated 23.02.2022.
Shri Kapil Meena, an Indian Administrative Service (IAS) officer, has built a distinguished career marked by consistent contributions to governance, rural development, and administrative leadership. An alumnus of G.B. Pant University of Agriculture & Technology, Pantnagar, Uttarakhand, he holds a B.Sc. (Agriculture) degree with First Division. His academic grounding in agriculture has significantly influenced his administrative approach, particularly in sectors related to rural economy, cooperatives, and farmer welfare.
Belonging to the Sikkim cadre (2010 batch), Shri Meena began his career in the field of district administration, where he gained extensive grassroots experience. His early assignments included serving as Assistant Collector and Executive Magistrate during training, followed by his role as Assistant Collector in East Sikkim. These formative years helped him develop a deep understanding of land revenue management and district administration, which became the foundation of his later roles.
He went on to serve as Sub-Divisional Magistrate (SDM) in West Sikkim and later in other subdivisions, where he was responsible for maintaining law and order, implementing government schemes, and ensuring efficient delivery of public services. His tenure as Additional Divisional Commissioner further strengthened his administrative acumen, as he handled key responsibilities related to district coordination and governance.
Shri Meena’s leadership abilities were prominently displayed during his tenure as Additional District Magistrate & Collector and subsequently as District Collector in Sikkim. As District Collector, he played a pivotal role in land revenue management, district administration, and implementation of development programs. His work focused on improving governance at the grassroots level, ensuring effective public service delivery, and addressing local developmental challenges.
In the cooperative sector, he served as Managing Director of the Sikkim Cooperative Milk Producers Federation in Gangtok. During this period, he contributed to strengthening the dairy sector and enhancing cooperative frameworks, benefiting local farmers and boosting rural livelihoods. His background in agriculture proved particularly valuable in this role.
Transitioning to the central deputation, Shri Meena held key positions in various ministries. He served in the Finance Department, gaining exposure to fiscal management and policy frameworks. He also worked in the Department of Higher Education, contributing to policy implementation in the education sector. His role in the Tourism sector, particularly in areas related to transport and civil aviation, added to his diverse administrative experience.
In the Ministry of Cooperation, Government of India, Shri Meena served as Deputy Secretary from January 2022 to January 2024, where he was actively involved in policy formulation and implementation related to cooperatives. Recognizing his competence and experience, he was elevated to the position of Director in the same department in January 2024. His work in this role has focused on strengthening cooperative institutions, enhancing governance mechanisms, and promoting sustainable development in the sector.
In a significant development in Indian Bureaucracy Latest News, Shri Kapil Meena has been appointed as Managing Director of the National Horticulture Board (NHB) under the Department of Agriculture & Farmers Welfare. This appointment at the Joint Secretary level reflects the government’s confidence in his capabilities and experience. As MD, NHB, he is expected to play a crucial role in promoting horticulture development, improving supply chains, and supporting farmers across the country.
