Shri Prabhakar IAS (Sikkim 2007) has been appointed as Joint Secretary, Department of Health & Family Welfare for a tenure of five years vice Shri Vijay Nehra IAS (GJ:2001).

Shri Prabhakar, an Indian Administrative Service (IAS) officer, is a seasoned civil servant known for his extensive administrative experience across sectors such as health, power, elections, and district governance. Academically, he holds a B.Sc. degree from Kanpur University, a B.Ed. from Chhatrapati Shahu Ji Maharaj University (SSJM), Kanpur, and a postgraduate degree in Ancient History from Lucknow University, where he secured First Division. His diverse educational background reflects a blend of scientific understanding and humanities-based perspective, which has enriched his administrative approach.

Belonging to the Sikkim cadre, Shri Prabhakar began his career with foundational training followed by field postings as Sub-Divisional Magistrate (SDM) in West Sikkim and Gyalshing. In these early roles, he handled core responsibilities related to land revenue management, law and order, and grassroots governance. His ability to manage administrative challenges at the field level laid a strong foundation for his subsequent rise in the bureaucracy.

He went on to serve as Additional District Magistrate in North Sikkim, where he contributed to district administration and disaster management efforts. His tenure as District Collector and District Magistrate in South and East Sikkim marked a significant phase in his career. In these roles, he was responsible for overseeing land acquisition, implementing development programs, and ensuring efficient delivery of government services. His leadership at the district level demonstrated his capability in handling complex administrative responsibilities.

Shri Prabhakar also played an important role in the electoral administration of the state. He served as Additional Chief Electoral Officer and later as Chief Electoral Officer in Sikkim, where he ensured the smooth conduct of elections and upheld the integrity of the electoral process. His work in this domain highlighted his attention to detail and commitment to democratic processes.

Expanding his administrative horizon, he served on inter-cadre deputation in Bihar, where he held several key positions. As Additional Secretary in the Tourism Department and later associated with the Bihar State Tourism Development Corporation, he contributed to the promotion of tourism, including eco-tourism initiatives. He also served as Managing Director of North Bihar Power Distribution Company Limited, where he was involved in strengthening power distribution and improving energy infrastructure.

In the cooperative sector, Shri Prabhakar held the position of Managing Director of Bihar State Milk Co-operative Federation (COMFED), where he worked towards enhancing cooperative frameworks and boosting dairy sector productivity. His tenure as Special Secretary in the Planning & Development Department further added to his experience in policy planning and implementation.

Upon returning to his cadre, he held senior positions such as Commissioner & Secretary in the Power Department and Health & Family Welfare Department in Sikkim. In these roles, he contributed to strengthening energy infrastructure and improving healthcare delivery systems. His experience across both sectors reflects his versatility and administrative depth.

This appointment, effective from April 2026, is for a tenure of five years.
