K Balaji IAS empanelled as Joint Secretary
Shri K Balaji IAS (Uttar Pradesh 2010) has been empanelled as Joint Secretary at the Centre.
Shri K. Balaji, IAS is a seasoned civil servant known for his dynamic administrative leadership across the Government of India and the Government of Uttar Pradesh. An engineering graduate with a Bachelor of Engineering degree in Electronics from Anna University, College of Guindy, where he secured First position, Shri Balaji combines technical acumen with governance expertise—an approach that has defined his distinguished career in the Indian Administrative Service.
Over the years, Shri Balaji has held several critical assignments at both the Centre and State levels, reflecting a balanced exposure to policy formulation and field administration. Currently serving as Director in the Ministry of Home Affairs, Government of India, since November 17, 2025, he plays a key role in handling national-level home affairs matters. Prior to this, he served as Director in the Finance Division of the Sixteenth Finance Commission in New Delhi (July 2024 to November 2025), contributing to crucial fiscal policy deliberations and Centre-State financial relations.
Between April 2022 and July 2024, Shri Balaji functioned as Private Secretary to the Union Minister for Tourism at the Centre, holding a rank equivalent to Deputy Secretary. In this capacity, he was instrumental in coordinating ministerial priorities, policy initiatives, and inter-ministerial engagements, further strengthening his experience in high-level governance and strategic administration.
At the state level in Uttar Pradesh, Shri Balaji has demonstrated strong district leadership. He served as District Collector and District Magistrate of Meerut from September 2020 to April 2022, overseeing law and order, revenue administration, disaster management, and developmental activities in one of the state’s key districts. Earlier, he held similar charge in Ghazipur from September 2017 to October 2019 and in Auraiya during 2016–2017. His tenure in these districts was marked by a focus on efficient revenue management, grassroots development, and improved public service delivery.
In addition to district administration, Shri Balaji has managed significant public sector and development assignments. As Managing Director and CEO of Uttar Pradesh Power Corporation Limited (UPPCL) in Varanasi (October 2019 to September 2020), he handled responsibilities in the energy and electricity sector, focusing on operational efficiency and consumer services. He also served as Managing Director and CEO of U.P. Bhoomi Sudhar Nigam in Lucknow in 2016, contributing to land development and agricultural area enhancement initiatives.
His earlier assignments include serving as Chief Development Officer in Ballia (2014–2016) and Agra (2014), where he spearheaded rural development programs under the District Rural Development Agency (DRDA). As Special Secretary in the Department of Health & Family Welfare, Government of Uttar Pradesh, in 2014, he gained valuable exposure to public health administration. He also worked as Project Administrator in the Irrigation & Command Area Development Department in Lucknow, strengthening agricultural infrastructure management.
Shri Balaji began his field administration career as Sub-Divisional Magistrate in Basti (2012–2014), where he handled revenue administration and local governance matters. His early roles as Under Secretary in districts such as Ghazipur and Auraiya provided him with foundational experience in district-level governance and policy implementation.
Across these varied assignments, Shri K. Balaji, IAS, has built a reputation for disciplined administration, policy insight, and development-oriented governance. His journey reflects the evolving responsibilities of modern civil servants within the Indian Bureaucracy, where technical competence and administrative sensitivity go hand in hand. With extensive exposure to finance, home affairs, tourism, rural development, energy, and district governance, he continues to contribute meaningfully to public administration at both the state and national levels.
His career trajectory stands as an example of versatile leadership within India’s civil services framework, marked by a steady progression through key roles that shape governance and public service delivery.
