Justice Valluri Kameswar Rao, presently serving as Judge of the Karnataka High Court, has been transferred back to the Delhi High Court — the very institution where his judicial journey began. Known for his deep understanding of service law and constitutional matters, Justice Rao’s return to Delhi marks a significant moment, bringing a wealth of experience and judicial wisdom to one of India’s busiest High Courts.
Born on 7th August 1965, Justice Rao pursued his undergraduate degree in Geography (B.A. Hons.) and law degree (LL.B) from Delhi University, completing them in 1987 and 1990, respectively. He demonstrated academic excellence early on, earning a Certificate of Merit for securing second rank in college during the academic year 1985–86.
Enrolled as an Advocate in March 1991 with the Bar Council of Delhi, Justice Rao quickly established himself as a proficient legal practitioner. His practice extended across multiple forums, including the Supreme Court of India, Delhi High Court, and the Central Administrative Tribunal (Principal Bench) in New Delhi. He also appeared in other High Courts, such as Madras and Port Blair (Circuit Bench of Calcutta High Court), showcasing his legal versatility.
Throughout his distinguished career at the Bar, he handled cases related to Service Law, Labour Law, Arbitration, Constitutional Law, and Administrative Law. His clients included major Public Sector Undertakings, banks, and autonomous institutions. His commitment to the legal fraternity was evident through his active role as a Member Executive of the Central Administrative Tribunal Bar Association.
In recognition of his legal acumen and contributions to the profession, he was designated as a Senior Advocate by the Delhi High Court in January 2010.
Justice Rao was elevated to the bench as an Additional Judge of the Delhi High Court on 17th April 2013 and confirmed as a Permanent Judge on 18th March 2015. In June 2024, he was transferred to the Karnataka High Court, where he briefly served before now being reassigned to the Delhi High Court.
His judicial temperament, clarity in legal reasoning, and balanced approach to complex legal issues have earned him respect among peers and the Bar alike. Justice V.
