Shri Jujjavarapu Balaji IAS (Assam Meghalaya 2001) has been approved for extension of tenure of foreign deputation as Minister (Agriculture), Embassy of India, Rome, for a
further period of four (4) months beyond 29.08.2026 by the Appointments Committee of the Cabinet (ACC) under Ministry of Agriculture and Farmers Welfare.
Shri Jujjavarapu Balaji, IAS, is a senior officer of the Indian Administrative Service known for his extensive administrative experience across diverse sectors including agriculture, fisheries, finance, health, transport, and district administration. With a distinguished academic background in life sciences and more than two decades of service in public administration, he has contributed significantly to governance at both the state and central government levels. His career reflects a rare combination of scientific expertise and administrative leadership, enabling him to approach policy-making with analytical depth and practical insight.
Shri Balaji has a strong academic foundation in biological sciences. He completed his graduation in Botany, securing First Class, which laid the foundation for his interest in life sciences and scientific research. He subsequently pursued a Master of Science (M.Sc.) in Animal Sciences from the School of Life Sciences at the University of Hyderabad, where he again secured First Class. His academic journey continued with a Doctor of Philosophy (Ph.D.) in Microbiology from Osmania University. His doctoral research provided him with advanced understanding of microbiological systems, biotechnology, and research methodology, equipping him with analytical skills that later proved valuable in public policy and governance.
After completing his higher education, Shri Balaji joined the Indian Administrative Service and was allotted the Assam cadre. His early administrative career began at the grassroots level, where he served as Assistant Commissioner in Dibrugarh from 2001 to 2003. In this role, he gained valuable experience in district administration, revenue management, and implementation of development programs. He subsequently served as Sub-Divisional Officer (SDO) in different parts of Assam, including Titabar, where he handled responsibilities related to local governance, law and order, and coordination of government initiatives at the sub-divisional level.
His administrative capabilities soon led to higher responsibilities in district governance. Shri Balaji served as Additional Deputy Commissioner in Jorhat, where he was involved in overseeing developmental programs and coordinating administrative functions. He later served as Deputy Commissioner of Nagaon district from 2006 to 2010, a position that placed him at the center of district administration. As Deputy Commissioner, he was responsible for maintaining law and order, supervising development projects, implementing government schemes, and ensuring effective public service delivery. He also served as Deputy Commissioner in Guwahati and Hailakandi, where he handled complex administrative challenges related to urban governance, land management, and district-level development planning.
Over the years, Shri Balaji held several important leadership roles within the Government of Assam. He served as Managing Director of the Assam Financial Corporation, where he worked on strengthening industrial financing and supporting entrepreneurial initiatives in the state. His administrative portfolio expanded further when he was appointed Additional Secretary in the Industries & Commerce Department, contributing to policies aimed at industrial growth and economic development. He also served in the Finance Department as Secretary, dealing with fiscal management, budgetary planning, and financial administration.
In addition to these roles, Shri Balaji contributed to the education and science sectors in the state administration. He served as Mission Director in the education sector, focusing on human resource development initiatives and educational reforms. He also worked as Chief Executive Officer in the Science & Technology Department, where he was involved in promoting technological development and innovation initiatives within the state.
His responsibilities also extended to key public service sectors such as transport, food distribution, and healthcare administration. As Commissioner of Transport in Guwahati, he oversaw transport administration and regulatory mechanisms. Later, as Commissioner of Food in Dispur, he managed food distribution systems and public distribution policies aimed at ensuring food security. He also served as Commissioner and Secretary in the Health & Family Welfare Department, where he worked on strengthening healthcare delivery systems and implementing public health initiatives across the state.
Shri Balaji later moved to important assignments at the central government level. He served as Director in the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce & Industry, where he contributed to industrial policy formulation and investment promotion initiatives. Subsequently, he worked as Private Secretary to the Minister of State for Railways, assisting in ministerial coordination and policy-related functions within the government.
One of his significant assignments at the central level was serving as Joint Secretary in the Department of Fisheries under the Ministry of Fisheries Animal Husbandry and Dairying from 2018 to 2023. In this capacity, he played an important role in policy formulation, fisheries development programs, and initiatives aimed at improving the livelihoods of fishing communities and strengthening India’s fisheries sector.
Currently, Shri Jujjavarapu Balaji is serving as Minister (Agriculture) with the rank of Joint Secretary at the Embassy of India Rome, representing the Ministry of Agriculture and Farmers Welfare. His tenure from July 2023 to July 2026 involves promoting India’s agricultural cooperation with international organizations and strengthening global partnerships in the field of agriculture and food security. In this role, he closely interacts with international institutions including the Food and Agriculture Organization and works toward advancing India’s engagement in global agricultural initiatives.
With a distinguished academic background and a career spanning district administration, state governance, central government policy-making, and international representation, Shri Jujjavarapu Balaji has established himself as a versatile and accomplished civil servant. His contributions across multiple sectors reflect his commitment to effective governance, policy innovation, and public service, making him an important figure in India’s administrative landscape.
