J&K Reshuffles 7 IAS Officers: Ashish Chandra Verm Gets Tourism, Anil Kumar Singh to Head PWD

Indian Bureaucracy, Srinagar, July 13, 2025| In a major administrative reshuffle, the Jammu and Kashmir administration today announced the transfer and appointment of seven IAS officers across key departments. Dr Ashish Chandra Verm of AGMUT cadre of 1994 batch has been appointed as Financial Commissioner, Tourism Department of the UT, with additional charge of Planning and Development, while senior bureaucrat Shri Anil Kumar Singh of 1995 is the new Principal Secretary of PWD. Other notable shifts include new Commissioners for Youth Services and Social Welfare, and a new Resident Commissioner in New Delhi.

List of all the officers with their new assignments are detailed below.

1. Dr Ashish Chandra Verm IAS (AGMUT 1994), presently awaiting posting is appointed as Financial Commissioner – Tourism Department, Additional Chief Secretary Level position, with additional charge of Administrative Secretary – Planning, Development and Monitoring Department, Jammu and Kashmir.
2. Shri Anil Kumar Singh IAS (AGMUT 1995), presently Principal Secretary, Social Welfare Department, J&K, with additional charge of Administrative Secretary, Mining Department, is transferred and appointed as Principal Secretary – Public Works, Road and Building (R&B) Department, with additional charge of the Principal Secretary – Mining Department, Jammu and Kashmir.
3. Smt Yasha Mudgal IAS (AGMUT 2007), presently Commissioner, Tourism Department, is transferred and appointed as Commissioner – Youth Services and Sports, a Secretary Level position, Jammu and Kashmir.
4. Shri Sarmad Hafeez IAS (AGMUT 2009), presently Commissioner, Youth Services and Sports Department, is transferred and appointed as Commissioner – Social Welfare Department, a Secretary Level position, Jammu and Kashmir.
5. Smt Talat Parvez Rohella IAS (AGMUT 2010), presently Secretary, Planning, Development and Monitoring Department, Jammu and Kashmir, is transferred and appointed as Chairman – Bureau of Public Enterprises, Jammu and Kashmir.
6. Shri Bhupinder Kumar IAS (AGMUT 2011), presently Secretary, Public Works (R&B) Department, with additional charges of Director, Census Operations, Director, Citizen Registration for the UTs of J&K and Ladakh, Resident Commissioner, New Delhi, and, Administrative Secretary, Hospitality and Protocol Department, Jammu and Kashmir, is transferred and appointed as Resident Commissioner – J&K Government, New Delhi, with additional charges of Administrative Secretary – Hospitality and Protocol Department, Director – Census Operations, and, Director – Citizen Registration for J&K and Ladakh.
7. Shri Ananth Dwivedi IAS (AGMUT 2021), presently CEO, State Health Agency, J&K, with additional charge of Mission Director, Ayushman Bharat Digital Health Mission, J&K, is given additional charge of Additional Secretary – Revenue Department.
