Indian Bureaucracy News, Chandigarh, June 25, 2026 | In a June 25 order affecting 18 officers across the IAS, IFoS, and HCS cadres, the Haryana government has recalibrated its administrative machinery, with key postings changing hands in Rohtak, Faridabad, Hisar, Karnal, and Gurugram.
At the senior level, the reshuffle sets off a three-way swap with Virender Kumar Dahiya IAS giving up Environment and Transport for Higher and Technical Education, while Prabhjot Singh IAS takes Transport and S Narayanan IFoS moves to Environment.
Municipal administration emerges as a major focal point, with Niraj IAS moving from Hisar to Faridabad as HSVP Administrator, while C Jayashradha IAS steps into his former Hisar roles, and Saloni Sharma IAS takes over as Municipal Commissioner in Karnal. Gurugram too sees fresh hands, with Kushal Kataria HCS and Sapna Yadav HCS joining the Municipal Corporation in additional commissioner and joint commissioner roles respectively.
The order also relies heavily on additional charge arrangements – Hitesh Kumar Meena IAS adds Finance to his existing Kisan Kalyan duties; Pankaj Kumar HCS shoulders Urban Local Bodies alongside his Kurukshetra assignment; and Myank Verma HCS steps in as Joint CEO of Ayushman Bharat, replacing Arpit Gahlawat HCS, who moves to Gurugram as District Registrar.

- Smt Monica Malik IAS (Haryana 2009), presently Secretary, Haryana State Commission for Protection of Child Rights; Member Secretary, Haryana State Commission for Women; Managing Director, Haryana Women Development Corporation Limited, is transferred and appointed as Commissioner – Rohtak Division, Rohtak, relieving Shri Rajiv Rattan IAS (Haryana 2008).
- Shri Prabhjot Singh IAS (Haryana 2010), presently Director General, Technical Education, Haryana, is transferred and appointed as Director General – State Transport, Haryana, relieving Shri Virender Kumar Dahiya IAS (Haryana 2013).
- Shri Virender Kumar Dahiya IAS (Haryana 2013), presently Director, Environment Haryana, and Special Secretary, Environment, Forests & Wildlife Department, Haryana, with additional charge of Director, State Transport, Haryana, is transferred and appointed as Director – Higher Education, Haryana, and Special Secretary – Higher Education Department, Haryana, with additional charge of Director – Technical Education, Haryana, relieving Shri S Narayanan IFoS (Haryana 1997) and Shri Prabhjit Singh IAS (Haryana 2010) respectively.
- Shri Niraj IAS (Haryana 2019), presently District Municipal Commissioner, Hisar, with additional charge of Commissioner, Municipal Corporation, Hisar; and Additional CEO, SPV for Integrated Manufacturing Cluster at Hisar, is transferred and appointed as Administrator – Haryana Shahari Vikas Pradhikaran (HSVP, formerly Haryana Urban Development Authority), Faridabad; and Additional Director – Urban Estate, Faridabad, relieving Ms Anjali Shrotriya IAS (Haryana 2022).
- Ms Saloni Sharma IAS (Haryana 2019), presently Additional Commissioner, Municipal Corporation, Faridabad, is transferred and appointed as Commissioner – Municipal Corporation, Karnal.
- Shri Hitesh Kumar Meena IAS (Haryana 2019), presently Additional Secretary, Haryana, Public Works (B&R) Department, with additional charge of Additional Chief Executive Officer, Haryana Kisan Kalyan Pradhikaran, is transferred and appointed as Additional Secretary – Finance Department, with additional charge of Additional CEO – Haryana Kisan Kalyan Pradhikaran, relieving Shri Atul Kumar IAS (Haryana 2007).
- Ms C Jayashradha IAS (Haryana 2020), presently awaiting posting, is appointed as District Municipal Commissioner – Hisar, with additional charge of Commissioner – Municipal Corporation, Hisar, and, Additional CEO – SPV for Integrated Manufacturing Cluster at Hisar, relieving Shri Niraj IAS (Haryana 2019).
- Shri Kushal Kataria HCS (Haryana 2013), presently Additional Labour Commissioner, Gurugram, is transferred and appointed as Additional Commissioner – Municipal Corporation, Gurugram, with Additional charge of Labour Commissioner – Gurugram.
- Shri Pankaj Kumar HCS (Haryana 2014), presently CEO, Kurukshetra Development Board, Kurukshetra, is given additional charge of Additional Director – Urban Local Bodies, Haryana, and Joint Secretary – Urban Local Bodies Department, Haryana relieving Ms Shashi Vasundhra HCS (Haryana 2016) of both the posts.
- Dr Subhash Chander HCS (Haryana 2016), presently City Magistrate, Charkhi Dadi, is transferred and appointed as Joint Director – Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (SEWA), with additional charge of Joint Director – Administration, Hospitality Department, relieving Shri Arpit Gahlawat HCS (Haryana 2023)
- Shri Manav Malik HCS (Haryana 2019), presently Inquiry Officer, Haryana State Agricultural Marketing Board, Panchkula, is given additional charge as Joint Director – Information, Public Relations & Languages, Haryana.
- Shri Manish Kumar Yadav HCS (Haryana 2019), presently awaiting posting, is appointed as Sub Divisional Officer (SDO) – Civil, Guhla.
- Shri Gurvinder Singh HCS (Haryana 2023), upon reinstatement, is appointed as Sub Divisional Officer (SDO) – Civil, Pehwa.
- Shri Arpit Gahlawat HCS (Haryana 2023), presently Joint Director, Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (SEWA), with additional charge of Joint Chief Executive Officer (Jt CEO)- Ayushman Bharat, Haryana Health Protection Authority, is transferred and appointed as District Registrar – Firm and Societies, Gurugram.

Haryana has long grappled with a shortfall of IAS officers relative to its sanctioned cadre strength, forcing the state to continuously balance leadership requirements with administrative continuity. With an effective strength of around 120 officers against a sanctioned strength of over 160, the government has increasingly relied on HCS officers and the practice of assigning additional charges to manage key roles.
