Indian Bureaucracy News, Chandigarh, October 27, 2025 | The Haryana Government has issued new posting orders for nine IAS officers, bringing changes across key departments including Energy, Urban Development, Panchayati Raj. The reshuffle comes amid a shortfall in the IAS cadre, with about 185 officers serving (as per Civil List Haryana IAS 2025) against a sanctioned strength of 215 in a state that comprises 22 districts and an expected population of over 3.1 crore., prompting many to hold multiple departmental responsibilities.

As per the order senior bureaucrat Shri Shyamal Misra has been given additional charge as Principal Secretary, Energy Department, while Dr J Ganesan has been appointed Chief Executive Officer, of both Faridabad and Gurugram Metropolitan Development Authorities.

Shri Ashok Kumar Meena of 2006 batch, has been posted as Director General and Secretary, Development and Panchayats Department, and Shri Dusmanta Kumar Behera IAS of 2007 batch and Secretary to the Governor of Haryana has taken in an additional charge as Labour Commissioner and Secretary, Labour Department.

List of the officers with their existing and additional new portfolios is detailed below.

  1. Shri Shyamal Misra IAS (Haryana 1996) presently Administrator, Trade Fair Authority of Haryana, New Delhi, Chief Executive Officer (CEO), with additional charge of Faridabad Metropolitan Development Authority, Faridabad, and CEO, Gurugram Metropolitan Development Authority, Gurugram, is relieved of additional charge of CEO, Faridabad Metropolitan Development Authority, and CEO Gurugram Metropolitan Development Authority, and given additional charge as Principal Secretary – Energy Department, Haryana. He will continue as the State’s representative as Administrator – Trade Fair Authority of Haryana, New Delhi.
  2. Dr J Ganesan IAS (Haryana 2006), presently Managing Director (MD), Haryana State Electronics Development Corporation Limited (HARTRON), with additional charge of Director General (DG) and Secretary, Housing for All Department, Haryana, Chief Administrator, Housing Board, Haryana, MD, Haryana Vidyut Prasaran Nigam Limited, CEO, Special Purpose Vehicle (SPV) for Haryana AI (Artificial Intelligence) Development Project (HAIDP) and Haryana Clean Air Project for Sustainable Development (HCAPSD) and other externally-aided Projects, is appointed as Chief Executive Officer (CEO) – Faridabad Metropolitan Development Authority, Faridabad; CEO – SPV, HAIDP, HCAPSD and other externally-aided Projects; DG and Secretary – Housing for All Department, Haryana; and Chief Administrator – Housing Board, Haryana, relieving Shri Shyamal Misra IAS.
  3. Shri Ashok Kumar Meena IAS (Haryana 2006), presently Managing Director, Uttar Haryana Bijli Vitran Nigam Limited, and Secretary, Energy Department, Haryana, is relieved of all additional charges and is transferred and appointed as Director General (DG) – Development & Panchayats, Haryana, and, Secretary – Development & Panchayats Department, Haryana, relieving Shri Dusmanta Kumar Behera IAS (Haryana 2007).
  4. Shri Dusmanta Kumar Behera IAS (Haryana 2007), presently Secretary to Governor of Haryana, with additional charge of Director General (DG) and Secretary, Development and Panchayats, Haryana, is relieved of the additional charges at Development and Panchayats Department and  given additional charge of  Labour Commissioner – Haryana, and, Secretary – Labour Department, Haryana. He will continue to be the Secretary to Governor of Haryana.
  5. Shri Mani Ram Sharma IAS (Haryana 2009), presently  Labour Commissioner, Haryana, and, Secretary, Labour Department, Haryana, and, Secretary, Home Department, Haryana, is transferred and appointed as Managing Director (MD) – Uttar Haryana Bijli Vitran Nigam Limited, with additional charge of Secretary – Energy Department, Haryana, and, Secretary – Home Department, Haryana.
  6. Dr Aditya Dahiya IAS (Haryana 2011), presently Special Secretary, Personnel, Training and Parliamentary Affairs Department, Haryana, and, Director Training (Ex-Officio), Inquiry Officer, Vigilance Department, Haryana, and Director, Department of Future, Haryana, is given additional charge of Director – New and Renewable Energy Department, Haryana, and Special Secretary – New and Renewable Energy, Department, Haryana.
  7. Shri Mahender Pal IAS (Haryana 2017), presently Special Secretary, Industries and Commerce Department, Haryana, with additional charge of Additional Director, Mines and Geology Department, Secretary, Haryana State Commission for Scheduled Castes, and Registrar, Cooperative Societies, Haryana, is transferred and appointed as Managing Director (MD) – Haryana State Electronics Development Corporation Limited (HARTRON), with additional charge of MD – Haryana Vidyut Prasaran Nigam Limited.
  8. Shri Amar Deep Singh IAS (Haryana 2017), presently awaiting posting is appointed as Registrar – Cooperative Societies, Haryana.
  9. Smt Varsha Khangwal IAS (Haryana 2018), presently Additional Director, Administration, Information Public Relation & Languages, Haryana, is given additional charge of Additional Secretary – Vigilance Department, Haryana.
