Gaurav Bharill IRS re-designated as PS (Director level) to Shri Durgadas Uikey
Shri Gaurav Bharill IRS (IT 2012) presently Private Secretary (Deputy Secretary level) to the Minister of State for Tribal Affairs (Shri Durgadas Uikey) in the Ministry of Tribal Affairs has been re-designated as Private Secretary (Director level) to the same Minister in the Ministry of Tribal Affairs for a period up to 28.10.2027 . The central deputation tenure of Shri Gaurav Bharill is w.e.f. 29.10.2020.
The Ministry of Tribal Affairs (MoTA) plays a central role in shaping policies and programmes aimed at the socio-economic development, empowerment, and protection of India’s Scheduled Tribes. Established as a separate ministry in 1999, it reflects the growing recognition that tribal communities require focused administrative attention to address historical disadvantages while preserving their distinct cultural identities.
At its core, the Ministry is responsible for formulating policies, planning interventions, and coordinating with states and other central ministries on matters concerning tribal welfare. A key area of focus is the effective implementation of constitutional safeguards provided under the Fifth and Sixth Schedules, ensuring that tribal rights over land, forests, and local governance structures are protected. The Ministry also oversees the implementation of landmark legislations such as the Forest Rights Act (FRA), 2006, which seeks to recognize and vest forest rights in forest-dwelling Scheduled Tribes and other traditional forest dwellers.
Education and capacity building form another major pillar of the Ministry’s work. Through schemes like Eklavya Model Residential Schools (EMRS), pre- and post-matric scholarships, and overseas education support, the Ministry aims to bridge educational gaps and create opportunities for tribal youth. These initiatives are designed not only to improve access to education but also to nurture leadership and professional skills within tribal communities.
Economic empowerment and livelihood support are addressed through programmes focused on skill development, entrepreneurship, and value addition to minor forest produce. Institutions such as TRIFED (Tribal Cooperative Marketing Development Federation of India) work under the Ministry to strengthen market access for tribal products, ensuring fair prices and sustainable income generation. Such interventions help integrate tribal economies with broader markets while respecting traditional knowledge systems.
The Ministry also plays a critical coordinating role with state governments, given that tribal welfare is a shared responsibility. Monitoring fund utilization, reviewing programme outcomes, and addressing region-specific challenges—particularly in tribal-dominated and left-wing extremism–affected areas—are integral to its functioning. Increasing use of digital platforms and outcome-based monitoring has added a layer of transparency and accountability to its operations.
Over time, the Ministry of Tribal Affairs has evolved from a welfare-oriented department to a development-focused institution that balances rights, empowerment, and growth. Its work represents an important facet of governance within the Indian Bureaucracy, where targeted interventions are essential for inclusive national progress.
