Currently, Shri Bhattacharya is serving as Additional Chief Secretary and Secretary, Sundarban Development Board, West Bengal, a responsibility he has held since June 2022. At the national level, he served as Secretary (Director Equivalent) in the National Jute Board, Kolkata, under the Ministry of Textiles, from 2006 to 2012. This assignment gave him exposure to central-sector functioning and policy-making related to the jute industry, a sector of particular relevance to eastern India. His work involved coordination between the Centre and the state, industry stakeholders, and export-related institutions.

His experience in industrial development also includes serving as Chief Executive Officer and Executive Director in the State Industrial Development Corporation, where industrial facilitation, investment promotion, and infrastructure development were key focus areas. These roles broadened his administrative profile beyond social and cultural sectors into economic governance.

At the district and sub-district levels, Shri Bhattacharya served as District Magistrate, Purulia, and as Additional District Magistrate, Hooghly, along with earlier postings as Additional Executive Officer, Howrah, Sub-Divisional Officer, and Assistant Collector. These formative years provided him with hands-on exposure to district administration, land revenue management, and public grievance handling, grounding his later policy roles in field-level realities.
