Indian Bureaucracy News, Lucknow, December 12, 2025 | In a recent order issued today (dt 11.12.2025), the Government of Uttar Pradesh assigned the additional charge of CEO, Uttar Pradesh Rural Roads Development Agency (UPRRDA), Lucknow, to Smt Deepa Ranjan IAS (Uttar Pradesh, 2013), who is currently serving as Mission Director, Uttar Pradesh State Rural Livelihood Mission (UPSRLM). This order relieves Shri Akhand Pratap Singh, IAS (Uttar Pradesh, 2010), of the UPRRDA charge following his appointment as Special Secretary, Election Department, with the additional responsibility of Additional Chief Electoral Officer (ACEO), Uttar Pradesh.

The Uttar Pradesh Rural Roads Development Agency (UPRRDA), established in 2003, serves as the nodal autonomous body for planning, constructing, and maintaining rural roads under the centrally sponsored Pradhan Mantri Gram Sadak Yojana (PMGSY) scheme. The agency’s primary objective is to provide all-weather road connectivity to eligible unconnected habitations across the state, thereby enhancing access to social services like healthcare, education, and agricultural markets and boosting the rural economy.
The UPRRDA does not operate on a single fixed budget, but rather receives funds in a 60:40 ratio from the central and state governments, a pattern adjusted from the initial 100% central funding in 2000. For instance, in the 2023-24 fiscal year, Uttar Pradesh received a first tranche of Central assistance amounting to ₹573.05 crore, while for FY 2024-25, a second tranche of ₹816 crore was allotted for ongoing repair and construction work. As of recent data, the UPRRDA has sanctioned thousands of works, culminating in the completion of over 73,000 km of road length across all verticals of the scheme, involving an expenditure of over ₹26,435 crore. In the first quarter of a recent fiscal year, the agency exceeded its set targets by 106%, constructing 6,403 km of rural roads against a goal of 6,000 km.
The UPRRDA has also embraced innovative and environmentally friendly Green Technologies, such as using Full Depth Reclamation (FDR) and cold mix technologies, which reuse existing road materials and eliminate the need for heating bitumen, saving significant amounts of fuel and reducing the environmental impact. The agency also focuses heavily on quality assurance, utilising online monitoring systems (OMMAS) and quality monitors to ensure sustainable infrastructure development.
