Shri Binod Kumar IAS (West Bengal 1996) presently Principal Secretary- School Education Department with additional charge of Higher Education Department and State Editor- West Bengal District Gazetteers has been promoted and appointed in officiating capacity to APEX Scale as Additional Chief Secretary- School Education Department with additional charges of Higher Education Department and State Editor- West Bengal District Gazetteers with effect from 01.01.2026.

Shri Binod Kumar, IAS, is a senior Indian Administrative Service officer of the West Bengal cadre, widely regarded for his long and varied administrative career spanning district governance, urban administration, finance, social sector departments, and education. Academically, Shri Binod Kumar has an exceptionally strong technical background. He is an alumnus of the Indian Institute of Technology (IIT) Kanpur, from where he earned a B.Tech. in Mechanical Engineering, securing First Class. He further pursued advanced studies with an M.Tech. in Fluid Mechanics, again achieving First Class. This rigorous engineering education has clearly influenced his professional approach, marked by analytical thinking, structured problem-solving, and attention to systems and processes rather than short-term fixes.

Shri Kumar began his administrative career with foundational field postings in West Bengal, serving as Assistant Magistrate and later as Additional District Magistrate in districts such as Bardhaman (Burdwan) and Jalpaiguri. His early exposure to land revenue management, sub-divisional administration, and district-level governance laid the groundwork for his later leadership roles. He went on to serve as District Magistrate in Bardhaman, Hooghly, and North 24 Parganas—some of the state’s most populous and administratively demanding districts. These assignments required close coordination across departments, effective disaster and law-and-order management, and sustained engagement with public service delivery mechanisms.

At the secretariat level, Shri Binod Kumar has handled several key departments. His tenure in the Finance Department as Commercial Tax Commissioner and Commissioner (Commercial Taxes) was a particularly significant phase, involving revenue administration, tax compliance frameworks, and institutional strengthening. His work in this domain coincided with important shifts in taxation systems, requiring both administrative discipline and adaptability.

Urban governance has been another major pillar of his career. He served as Commissioner of Municipal Corporations in West Bengal and later as Principal Secretary, Urban Development and Municipal Affairs Department. These roles placed him at the center of municipal administration, urban infrastructure planning, and service delivery in rapidly growing urban areas. His subsequent appointment as Chief Executive Officer of the Kolkata Metropolitan Development Authority (KMDA) further expanded his responsibilities to metropolitan-level planning, coordination, and development, particularly in energy and infrastructure-linked initiatives.

Shri Kumar has also played an important role in the health and social sector administration of the state. As Secretary in the Department of Health & Family Welfare, he was associated with policy implementation, institutional oversight, and health system management over an extended period. His parallel responsibilities in the Minority Affairs Department, where he currently serves as Principal Secretary, reflect sustained engagement with social justice, welfare planning, and inclusive governance.

Another notable dimension of his service is his association with environmentally and ecologically sensitive regions. As Secretary of the Sundarban Affairs Department and the Sundarban Development Board, he dealt with development planning in one of India’s most fragile ecosystems, balancing livelihood needs, environmental concerns, and long-term sustainability—an area that demands careful administrative calibration.

In recent assignments, Shri Binod Kumar has taken on leadership in the education sector as Principal Secretary, Department of School Education, along with additional charge as Principal Secretary for Higher Education. These roles place him at the forefront of policy formulation and institutional governance in one of the most critical areas of human resource development, reflecting the trust reposed in his administrative experience and institutional understanding.
