Indian Bureaucracy News, Patna, October 05, 2025 | The Bihar government has issued two separate transfer orders, reassigning six IAS officers in what appears to be a routine administrative reshuffle. The changes, however, come at a politically sensitive time as the state moves closer to the upcoming assembly elections (November 6th and 11th in two phases).
Among the key movements, Anil Chaudhary (2011 batch) has been transferred to the Home Department as Special Secretary, while Upendra Prasad (2013 batch) has been appointed Additional Secretary in the General Administration Department (GAD). Sanjay Kumar (2014 batch), who currently serves as Additional Secretary in the GAD, has been given the additional charge of Chief General Manager at the Bihar Vikas Mission under the Cabinet Secretariat Department.
The Bihar Vikas Mission, which plays a crucial role in monitoring and implementing developmental schemes, operates under the executive leadership of Chief Secretary Pratyaya Amrit, who serves as Chairman of its Executive Committee. The Development Commissioner, Dr S Siddharth, is also a member of the Mission, reflecting the significance of Sanjay Kumar’s expanded role.
Other officers shifted in the orders include Sparsh Gupta (2019 batch), appointed as Managing Director of Bihar Rajya Beej Nigam Limited; Kumar Gaurav (2017 batch), moved to the State Health Society as Executive Director; and Abhilasha Sharma (2017 batch), who takes charge as Collector and District Magistrate of Arwal under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

- Shri Sanjay Kumar IAS (Bihar 2014), presently Additional Secretary – General Administration Department, Bihar, Patna, is given additional charge of Chief General Manager – Bihar Vikas Mission, Cabinet Secretariat Department, Bihar.
- Shri Kumar Gaurav IAS (Bihar 2017), presently Collector and District Magistrate, Arwal, is transferred and appointed as Executive Director – State Health Society, Bihar, Patna.
- Smt Abhilasha Sharma IAS (Bihar 2017), presently Joint Secretary – Urban Development and Housing Department, Bihar, Patna, is transferred and appointed as Collector and District Magistrate – Arwal, Bihar under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
- Shri Sparsh Gupta IAS (Bihar 2019), presently Deputy Development Commissioner (DDC), Kishanganj, is transferred and appointed as Managing Director – Bihar Rajya Beej Nigam Limited, Patna.
