Before this appointment, he was serving as Relief Commissioner with additional charge of Consolidation Commissioner and Secretary, Revenue Department, Uttar Pradesh, based in Lucknow.
A graduate in Sanskrit from St. Colombo Mahavidhyalaya, Vinoba Bhave University, Shri Goswami has displayed academic depth blended with strong administrative acumen throughout his civil service career. His educational grounding in classical disciplines complements his administrative insight and ethical approach to governance.
Over the years, Shri Goswami has held several significant assignments that span the breadth of governance in Uttar Pradesh. He has served as District Magistrate in Agra, Prayagraj, Jaunpur, and Shrawasti, where he supervised major initiatives in law and order, infrastructure development, and public welfare. His balanced leadership and commitment to responsive administration have been appreciated across postings.
He has also served as Chief Executive Officer, Rural Road Development Department, and earlier as Vice Chairman, Development Authority, reflecting his deep engagement with both rural and urban governance. His tenure in the Technical Education Department as Special Secretary showcased his focus on institutional improvement and skill development, aligning educational initiatives with developmental needs.
