Shri Avinash Shivdas Tarhawadkar IOFS (2001) has been appointed as CVO – Mumbai Rail Vikas Corporation Ltd. (MRVC),Mumbai under the Ministry of Railways for an initial period of 3 years by The Appointments Committee of the Cabinet.
Mumbai Rail Vikas Corporation (MRVC) is a special purpose vehicle (SPV) established to plan, implement, and execute critical rail infrastructure projects in the Mumbai Metropolitan Region (MMR), one of the busiest suburban rail networks in the world. Incorporated in July 1999 under the Companies Act, MRVC was created as a joint venture between the Government of India, through the Ministry of Railways, and the Government of Maharashtra. The equity structure reflects this partnership, with the Ministry of Railways holding a majority stake and the Government of Maharashtra being an equal strategic partner in funding and facilitation.
The primary objective behind the formation of MRVC was to enhance the capacity, safety, and reliability of Mumbai’s suburban railway system, which carries over seven million passengers daily. The suburban network is the lifeline of Mumbai, connecting residential suburbs with commercial and industrial hubs. Chronic overcrowding, aging infrastructure, and limited scope for expansion under conventional railway projects necessitated a dedicated agency with focused expertise, flexible execution mechanisms, and coordinated funding. MRVC was thus mandated to implement projects under the Mumbai Urban Transport Project (MUTP), with financial assistance from international agencies such as the World Bank, along with contributions from the central and state governments.
MRVC’s flagship responsibilities include capacity augmentation through the addition of new lines, extension of platforms, improvement of signaling systems, and elimination of bottlenecks on key suburban corridors. One of its major achievements has been the creation of the fifth and sixth lines on the Western Railway between Mumbai Central and Borivali, and similar capacity enhancements on the Central Railway corridor. These projects have significantly improved train frequency, reduced travel time, and enhanced operational efficiency, directly benefiting millions of daily commuters.
Safety and passenger amenities form another critical focus area for MRVC. The corporation has implemented large-scale programs for the replacement of old signaling with modern automatic signaling systems, enabling closer headways between trains and reducing the risk of accidents. It has also undertaken projects related to platform extensions, construction of foot overbridges, installation of escalators and elevators, and improvement of station lighting and drainage. These measures have contributed to safer, more accessible, and commuter-friendly stations across the suburban network.
A notable aspect of MRVC’s functioning is its role as a project management and execution agency rather than a train-operating entity. While train services continue to be operated by Central Railway and Western Railway, MRVC coordinates closely with these zonal railways to ensure minimal disruption during construction and commissioning. This collaborative model allows MRVC to focus on timely project delivery, financial discipline, and adherence to international standards in procurement and execution.
MRVC has also played an important role in transit-oriented development and integration with other urban transport systems. Its projects are aligned with Mumbai’s broader mobility vision, complementing metro rail, road transport, and suburban rail upgrades. By decongesting existing corridors and improving interchange facilities, MRVC’s initiatives support seamless multimodal travel across the metropolitan region.
Over the years, the corporation has built strong technical and institutional capacity, drawing expertise from engineering, finance, project management, and urban planning domains. Despite challenges such as land acquisition constraints, dense urban development, and the need to maintain uninterrupted rail services during construction, MRVC has emerged as a key institution in India’s urban rail infrastructure landscape.
