Shri Arvind Kumar Chaudhary IAS (Bihar 1995), presently Additional Chief Secretary (ACS), Home Department, Bihar, with additional charge of ACS, Vigilance Department, Examination Controller, Bihar Combined Entrance Competitive Examination Board (BCECEB), and, Inquiry Commissioner, General Administration Department (GAD), is given additional charge of ACS – Cabinet Secretariat, Bihar, with additional charge of  ACS – Vigilance Department, Examination Controller – BCECEB, and, Inquiry Commissioner – GAD, Bihar.

Shri Arvind Kumar Chaudhary, IAS (Bihar Cadre, 1995), is a senior civil servant with extensive experience in governance, administration, and policy-making across a wide range of sectors in Bihar and at the Centre. An engineer by education, he completed his B.Tech. in Civil Engineering with distinction, followed by an M.Tech. in Management. His academic foundation has provided him with an analytical and structured approach to problem-solving, which has been evident throughout his administrative career. He is presently serving as Additional Chief Secretary, Home Department, Government of Bihar, with additional charge of Additional Chief Secretary, Vigilance Department, Examination Controller, Bihar Combined Entrance Competitive Examination Board (BCECEB), and Inquiry Commissioner, General Administration Department (GAD). He has now been entrusted with additional charge of Additional Chief Secretary, Cabinet Secretariat, Bihar, alongside his existing responsibilities.

Over the course of his career, Shri Chaudhary has held several key positions in the state government. His professional journey began at the grassroots level as Sub-Divisional Officer in Aurangabad and Dhanbad between 1997 and 1999. These early assignments in land revenue management and district administration provided him with critical insights into governance at the local level. He subsequently served as District Magistrate in Lakhisarai, Khagaria, and Purnia, where he was responsible for maintaining law and order, implementing development schemes, and coordinating disaster management efforts. His district-level experiences contributed significantly to his reputation as an officer capable of handling complex administrative challenges.

Education and examination reforms have featured prominently in Shri Chaudhary’s career. He served as Managing Director of the State Text Book Corporation and as Controller in the Professional Examination Board on two separate occasions. Later, as Director of Secondary and Higher Education, he was involved in strengthening educational administration in the state. His repeated appointments in education-related assignments reflect his association with reforms in academic governance and assessment systems. His current role as Examination Controller of the BCECEB continues this trajectory of responsibility in education.

In the sphere of finance and fiscal management, Shri Chaudhary has held multiple critical assignments. He served as Additional Secretary in the Finance Department from 2007 to 2008, and later as Principal Secretary, Finance Department, in 2023. These roles demanded a keen understanding of budgetary processes, resource allocation, and public finance management. His experience in this field positioned him as a reliable administrator in one of the most vital departments of governance.

His association with rural development has also been long-standing. He held positions such as Project Director in rural infrastructure and biomass energy projects, and as Commissioner in employment-related initiatives. He was also closely linked with the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) in Bihar during his tenure as Commissioner. Later, as Secretary in the Rural Development Department, he was tasked with implementing programmes aimed at rural livelihoods, infrastructure creation, and poverty alleviation.

In addition, Shri Chaudhary has contributed to the sectors of energy and technology. He served as Managing Director of the Bihar State Electronics Development Corporation, where he worked towards promoting e-governance and strengthening the state’s technological base. His role in introducing and supporting IT-enabled services demonstrated his inclination toward modernizing public administration.

Beyond state-level responsibilities, he also represented Bihar during an ex-India leave in the United States in 2013, gaining exposure to global perspectives in administration and governance. His varied experiences have helped him develop a holistic view of administration, blending local needs with broader policy frameworks.

His present assignment as Additional Chief Secretary, Home Department, places him at the centre of governance and law-and-order management in Bihar. With concurrent responsibilities in Vigilance, Cabinet Secretariat, and GAD, he plays a key role in ensuring administrative accountability, integrity, and efficiency. His appointment as Inquiry Commissioner in the GAD further underscores the confidence reposed in his judgment and integrity.

Shri Arvind Kumar Chaudhary’s career reflects a blend of district administration, developmental governance, education reform, fiscal management, and institutional accountability.
