Indian Bureaucracy, Lucknow, June 29, 2025 | The Uttar Pradesh government on Sunday issued transfer and additional charge orders for eight IAS officers, with key changes impacting several flagship departments and development bodies. Among the most notable appointments, Rakesh Kumar Singh, a 2016-batch IAS officer, has been named the CEO of the Yamuna Expressway Industrial Development Authority (YEIDA) and the Noida International Airport—two marquee infrastructure projects that has remained central to the agendas of both current and previous state administrations.

Meanwhile, Yogesh Kumar, until now Special Secretary in the Home Department, moves to the socially and financially important post of Commissioner & Registrar, Co-operative Societies. His new role places him at the centre of institutions critical to rural credit and agriculture finance, including the UP Co-operative Bank Ltd, UP Sahkari Gram Vikas Bank Ltd, and PACCFED Ltd.

Further, Anamika Singh, formerly in the Department of Women and Child Welfare, transitions to the environmentally sensitive portfolio of Air Pollution and Forest Department.

Shri Alok Kumar IAS (Alok Kumar-3, UP 1998), presently Principal Secretary, Planning and Programme Implementation Department, Uttar Pradesh, with additional charge of Nodal Officer, One Trillion Dollar Economy, is given additional charge of Principal Secretary – UP Reorganization & Coordination Department, UP Language Department, National Integration Department, General Administration Department (GAD UP) and Director – Hindi Institute
  2. Smt Anamika Singh IAS (UP 2004), presently Secretary, Women Welfare & Child Development & Nutrition Department, with additional charge of Director, State Nutrition Mission, Lucknow, is transferred and appointed as CEO – UP Clean Air Management Project Authority, with additional charge of Secretary – Forest, Environment and Climate Change Department, Uttar Pradesh.
  3. Dr Heera Lal IAS (UP 2009), presently, Commissioner & Registrar, Co-operative Societies, Uttar Pradesh, is transferred and appointed as Secretary – National Integration Department, Uttar Pradesh.
  4. Shri Yogesh Kumar IAS (UP 2010), presently Special Secretary, Home Department, Uttar Pradesh, is transferred and appointed as Commissioner & Registrar – Co-operative Societies, Uttar Pradesh.
  5. Shri Rakesh Kumar Singh IAS (Rakesh Kumar Singh-2, UP 2016), presently Secretary, Chief Minister Uttar Pradesh, is transferred and appointed as Chief Executive CEO – Yamuna Expressway Industrial Development Authority (YEIDA), with additional charge of CEO – Noida International Airport.
  6. Smt Eesha Priya IAS (UP 2016), presently , Special Secretary, Tourism Department, Uttar Pradesh, with additional charge of Director, Tourism, Uttar Pradesh, is given additional charge of Managing Director – Uttar Pradesh State Tourism Development Corporation.
  7. Shri Bhawani Singh Khangarot IAS (UP 2010), presently awaiting posting is appointed as Special Secretary – Revenue Department, Uttar Pradesh.
  8. Smt Sanya Chabra IAS (UP 2019), presently Managing Director, Uttar Pradesh State Tourism Development Corporation, is transferred and appointed as Chief Development Officer – Hardoi, Uttar Pradesh.
