Divya Mittal IAS – A Distinguished Administrator with a Strong Record in District Governance and Public Policy
Ms. Divya Mittal IAS (Uttar Pradesh 2013) is a distinguished civil servant whose career reflects a combination of academic excellence, diverse administrative experience and a strong orientation towards public service. An alumna of the Indian Institute of Technology Delhi and the Indian Institute of Management Bangalore, she has held important assignments across district administration, urban development, industrial development, rural development, law and justice and public policy.
She holds a B.Tech. degree in Engineering from the Indian Institute of Technology Delhi, where she secured First Division. She subsequently pursued a Post Graduate Diploma in Management from the Indian Institute of Management Bangalore, also securing First Division. Her academic background, combining engineering and management, has provided her with a strong foundation in analytical thinking, institutional understanding and administrative decision-making.
Ms. Mittal entered the civil services after undergoing professional training as part of the Indian Administrative Service. Her early exposure to policy formulation came through her assignment as Assistant Secretary at NITI Aayog, Government of India, New Delhi, from August to November 2015. The assignment provided her with an opportunity to gain insight into public policy and the functioning of the Union Government.
She subsequently served as Joint Magistrate in Meerut from December 2015 to May 2017. The assignment marked her entry into field administration and provided valuable experience in law and justice and the functioning of district-level governance.
From May 2017 to April 2018, she served as Chief Development Officer in Gonda. In this role, she was associated with rural development administration and the implementation of development programmes at the district level. The assignment offered substantial exposure to grassroots governance and the challenges involved in translating government policies into outcomes on the ground.
She later served as Joint Managing Director of the Uttar Pradesh State Industrial Development Corporation at Kanpur from April 2018 to February 2019. The assignment brought her into the field of industrial development and provided experience in matters relating to investment, industrial infrastructure and institutional administration.
From February 2019 to September 2020, Ms. Mittal served as Vice Chairman of the Bareilly Development Authority. The assignment gave her significant exposure to urban development and planning. As Vice Chairman, she was associated with the administration and development of urban infrastructure and the implementation of planning-related initiatives.
She subsequently served as District Collector and District Magistrate of Sant Kabir Nagar. The assignment provided extensive experience in public administration and law and involved responsibilities associated with district governance, coordination among departments, public service delivery and the implementation of government programmes.
Since July 2024, Ms. Mittal has been serving as Collector and District Magistrate of Deoria. The position represents a significant responsibility in district administration and involves the overall coordination of governance and development activities. As District Magistrate, she is entrusted with responsibilities relating to land revenue management and district administration, while also coordinating the functioning of various government departments and ensuring the implementation of public welfare and development programmes.
Her career reflects experience across a wide range of administrative domains. From public policy at NITI Aayog and law and justice as Joint Magistrate to rural development, industrial development and urban planning, she has gained exposure to diverse areas of governance. Her assignments as District Collector and District Magistrate have further strengthened her experience in field administration and public service delivery.

An alumna of IIT Delhi and IIM Bangalore, she worked as a corporate professional in London before entering the civil services.
